Contract Award: Salado Creek Tributary “B” Channel Stabilization Project

 

 

SUMMARY:

 

An ordinance for the Salado Creek Tributary “B” Channel Stabilization Project, accepting the lowest responsive bid and awarding a construction contract in the amount of $1,125,187.72 to Curran Contracting Company, a 2007 Bond Savings and Storm Water Regional Facilities funded project, located in Council District 2.

 

 

BACKGROUND INFORMATION:

 

Project Background

The Salado Creek Tributary “B” Channel Stabilization Project provides for the reconstruction of the existing concrete drainage channel with a new concrete lined channel.  The existing channel has significantly deteriorated over time resulting in numerous failures in its concrete structure.  The project provides for the replacement and demolition of the existing concrete.  The section of concrete to be replaced is approximately 1,600 feet in length.

 

Project construction is anticipated to begin in February 2018 and is estimated to be completed by November 2018. 

 

Procurement of Services
This Project was advertised for construction bids in October 2017 in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily and TVSA.  Bids for this Project were opened on November 7, 2017 and nine bidders responded.  Of these, Curran Contracting Company submitted the lowest responsive bid. 

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a 26% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 4% African American Business Enterprise (AABE) Subcontracting Goal and Curran Contracting Company has committed to meeting both of these subcontractor goals. 

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required. 

 

 

ISSUE:

 

This ordinance for the Salado Creek Tributary “B” Channel Stabilization Project accepts the lowest responsive bid and awards a construction contract in the amount of $1,125,187.72 to Curran Contracting Company, a 2007 General Obligation Bond and 2014 Storm Water Regional Facilities funded project, located in Council District 2.

 

This project provides for the reconstruction of the existing concrete drainage channel, extending from I.H. 10 to Pecan Valley, with a new concrete lined channel.  The Salado Creek Tributary “B” Channel Stabilization Project construction is anticipated to begin in February 2018 and is estimated to be completed by November 2018. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and require staff to re-advertise this project.  Considering the additional time required for another solicitation process, this would adversely affect the timely completion of the Project. 

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $1,125,187.72 authorized payable to Curran Contracting Company, for construction of the Salado Creek Tributary “B” Channel Stabilization Project.  Funds are available from 2007 Bond Savings and Storm Water Regional Facilities Fund and are included in the 2018-2023 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance accepting the lowest responsive bid and awarding a construction contract in the amount of $1,125,187.72, authorized payable to Curran Contracting Company, for the construction of the Salado Creek Tributary “B” Channel Stabilization project.
