SUBJECT:

Contract with Haven for Hope of Bexar County to support 98 dormitory beds.

 

 

SUMMARY:

An Ordinance authorizing a contract with Haven for Hope of Bexar County in the amount of $206,740.00 to support 98 dormitory beds dedicated to homeless receiving mental health stabilization and substance abuse treatment located at the Haven for Hope Campus for the period of February 1, 2018 to September 30, 2018 funded from the City’s FY 2017 and FY 2018 General Fund Budget.

 

 

 

BACKGROUND INFORMATION:

Haven for Hope and more than 90 partner organizations provide on campus services dedicated to transforming the lives of homeless men, women and children in the San Antonio/Bexar County area by addressing the root causes of homelessness through job training, education, and behavioral health services.  Campus operations and services are funded through multiple public and private sources, including the City of San Antonio General Fund, federal grants, State and Bexar County, private fundraising, and donations.  In FY 2018, the total City of San Antonio allocation to Haven for Hope and related campus partners including the Center for Health Care Services (CHCS) is $7,060,703.  On campus services include shelter, meals, job training and employment readiness, education, medical, mental health and addiction services.  

 

The Center for Health Care Services (CHCS) manages two programs that provide treatment to homeless individuals experiencing mental illness, trauma, and substance abuse. The programs provide for 238 treatment beds at Haven for Hope of which the City funds 80 beds and CHCS funds the remaining with funds from the Texas Health and Human Services Commission Medicaid 1115 Waiver Program. As of October 1, 2017, the 1115 Waiver Program payout requirements for the CHCS programs changed and can no longer be used to reimburse for the two programs provided at Haven for Hope (Mental Health Residential Treatment and Outpatient Services). Under the new requirements the 1115 Waiver Program will reimburse CHCS for outcomes within a mental health outpatient setting. This change results in an annual financial gap of $408,426.

 

To ensure continuity of services at the Haven for Hope Campus, CHCS has combined the two treatment programs provided to the homeless into one Integrated Treatment Program.  Under this new model, CHCS will continue to fund clinical services for 238 treatment beds and provide for the operations of all but 98 dormitory beds. With this restructuring and funds identified by CHCS, there is a financial need of $206,740 for the period of February 1, to September 30, 2018.

 

This ordinance recommends one-time funding for the operations of 98 dormitory beds at Haven for Hope for the period of February 1, 2018 to September 30, 2018 in the amount of $206,740.

 

 

ISSUE:

ALTERNATIVES:

 

If this item is not approved, Haven for Hope will need to identify alternative funding sources in the amount of $206,740 or reduce service levels to the San Antonio homeless population.

 

 

FISCAL IMPACT:

This is a one-time expenditure in the amount of $206,740 to support 98 dormitory beds located on the Haven for Hope Campus. The funding will cover operations costs including staffing and maintenance from February 1, 2018 through September 30, 2018. Funding for this contract is available from FY 2017 General Fund Delegate Agency balances in the amount of $199,000 and FY 2018 General Fund Human Services budget in the amount of $7,740.

 

 

RECOMMENDATION:

Staff recommends approval of a contract with Haven for Hope of Bexar County in the amount of $206,740 to support 98 dormitory beds at Have for Hope and ensure individuals experiencing mental illness and substance abuse continue to be provided with shelter and medical treatment.
