SUBJECT: A briefing regarding amendment to San Antonio Bike Share Agreement


SUMMARY:

A briefing on the San Antonio Bike Share system and proposed amendment to extend the San Antonio Bike Share Agreement through December 31, 2018 with automatic annual renewals and to provide option for introduction of a dockless bike system.

BACKGROUND INFORMATION:

In 2010, City Council Ordinance 2010-06-17-0563 approved an agreement with San Antonio Bike Share for a bike share/rental program - the first in Texas. The program began with 14 docking stations in downtown and 140 bikes and has expanded to include 62 docking stations and 525 bikes. Docking stations are located as far north as Brackenridge Park and as far south as Mission Espada. The program has been popular with tourists and local residents. Last year, there were over 88,000 bike rentals. Since 2010, San Antonio Bike Share has streamlined the pricing structure, secured increased funding, and improved the user interface with a new mobile app and an updated website. The program is consistent with San Antonio's goals to offer transportation options without hydrocarbon emissions and to encourage residents' physical fitness.

While the San Antonio Bike Share program utilizes an automated docking station system, an alternative bike share method involves a dockless bike system. The proposed amendment provides the option for San Antonio Bike Share to introduce dockless bikes if the City determines doing so would best serve the public interest.


ISSUE:

A briefing on the San Antonio Bike Share system and proposed amendment to extend the San Antonio Bike Share Agreement through December 31, 2018 with automatic annual renewals and to provide option for introduction of a dockless bike system. An amendment to extend the agreement term requires City Council approval.
