Consolidated Funding Process for Fiscal Year 2019 and FY 2020

 

 

SUMMARY:

 

The purpose of this item is to provide the Community Health and Equity Committee with an overview of the FY 2019 and FY 2020 Human and Workforce Development Consolidated Funding Process to include a calendar of events that will take place between January and September 2018.

 

 

BACKGROUND INFORMATION:

 

The City of San Antonio currently funds 64 agencies and 94 programs through the Human and Workforce Development Services Consolidated Funding Process. 

 

Agencies apply for funding by responding to a Request for Proposal (RFP), managed by the Departments of Human Services and Economic Development. In 2002, the City began a two-year Consolidated Funding Request for Proposal (RFP) plan for Human and Workforce Development services. This two-year consolidated funding plan streamlines the application process for eligible agencies and facilitates contract monitoring.

 

The FY 2018 Budget totals $21.7 million for the Human and Workforce Development Services investments from multiple funding sources. These funding sources include the General Fund ($19.6 million), Emergency Solutions Grant (ESG) ($744,500), and Housing Opportunities for Persons with AIDS (HOPWA) ($1,375,449). Awarded agencies receive a one-year contract with the option to renew for one additional year based on performance and funding availability.

 

ISSUE:

 

This item provides a briefing to the Community Health and Equity Committee on the proposed Human and Workforce Development Services Consolidated Funding calendar and process for FY 2019 and FY 2020.

 

The proposed consolidated funding calendar includes a City Council B Session in which City staff will seek policy direction from City Council in February/March.  The calendar also includes two public meetings with non-profit agencies prior to the release of the Request for Proposal (RFP) as well as input sessions after the City Budget is proposed.

 

The RFP is estimated to be released in March or April 2018.  City staff will make recommendations for delegate agency contracts to City Council in August 2018 as part of the City’s FY 2019 Proposed Budget. Final funding recommendations will be authorized with the approval of the FY2019 Budget in September 2018.

RECOMMENDATION:

 

Staff recommends Community Health and Equity Committee approve the proposed Consolidated Funding process to the City Council. If approved, a presentation to the full City Council will take place on February 28.
