Amendment to San Antonio Bike Share Agreement


SUMMARY:

This ordinance authorizes an amendment to extend the San Antonio Bike Share agreement term through December 31, 2018 with automatic annual renewals.


BACKGROUND INFORMATION:

In 2010, City Council Ordinance 2010-06-17-0563 approved an agreement with San Antonio Bike Share for a bike share/rental program - the first in Texas. The program began with 14 docking stations in downtown and 140 bikes, and now has expanded to include 62 docking stations and 525 bikes. Docking stations are located as far north as Brackenridge Park and as far south as Mission Espada. Last year, there were over 88,000 bike rentals with 42% of these trips taken by local riders. San Antonio Bike Share has grown to 3,569 members with local residents comprising 30% of active memberships. Significant improvements to the system have been made in recent years that have dramatically increased the ease of using the system by adding additional stations, bicycles, and payment platforms. The system now has 200 of the new easier to ride 2.0 style bikes. A phone app now allows for easier payment as compared to the prior system that required credit card processing at the station.

The proposed amendment to extend the term through December 31, 2018 with automatic one year renewals also includes the option for either party to terminate the agreement with a six month notice. There is no City funding provided as a result of the proposed amendment.
The Bike Share program and infrastructure was initially funded through federal grant dollars allowing for the creation of the system. The City has partnered with San Antonio Bike Share to manage and grow the existing system and reach of bike share in San Antonio.
