Law Enforcement Light Utility Vehicles

 

 

SUMMARY:

 

This ordinance authorizes acceptance of the offer from Kent Powersports to provide four replacement Law Enforcement Light Utility Vehicles for a total cost of $111,847.64. Funding for this purchase is available from the FY 2018 Equipment Renewal and Replacement Fund (ERRF) Budget.

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is offer submitted by Kent Powersports to provide four replacement 2018 Polaris Ranger 1000 XP HVAC Law Enforcement Light Utility Vehicles for a total cost of $111,847.64.  These replacement units provide additional versatility over the existing three wheel vehicles being replaced.  The replacement vehicles can be used for on- and off-road purposes and provide seating for up to three officers while the existing three wheel vehicles have a single seat and are not capable of off-road use.  These vehicles will be used for large scale traffic events such as parades and marches and can escort buses and equipment to staging areas where full size vehicles cannot travel.  They can also be deployed during critical incidents to travel into areas not accessible by other police vehicles.  The Polaris HVAQ is the Police Department’s recommended replacement for the existing three wheel vehicles.

 

The offer submitted by Alamo Cycle Plex did not meet published specifications of tip-down headache rack, ranger gear vault and lock & ride cargo bed enclosure system.

 

These light utility vehicles will be utilized by the Police Department and will provide vital support to public safety, law enforcement and security for the residents of the City of San Antonio and surrounding areas.

 

 

ISSUE:

 

This contract will provide the Police Department with four replacement units to the City’s fleet. The replacement of these units is consistent with the City’s Equipment Replacement and Renewal Fund (ERRF) program. These light utility vehicles are being purchased utilizing a Public Health or Safety exemption from competitive bidding. However, offers were solicited from multiple dealerships.

 

The life expectancy for these units is 36 months. These units have a twelve month warranty.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

There were no responsive offers received from local vendors for this contract; therefore, the Local Preference Program was not applied.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, the Police Department’s ability to provide essential services to the residents of San Antonio could be affected. All of the replaced equipment has met or will meet its age or hour requirement cycles for replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could render the units no longer economically feasible to repair and could impact the departments’ ability to provide essential services to the residents of San Antonio.

This ordinance authorizes acceptance of the offer from Kent Powersports to provide four replacement Law Enforcement Light Utility Vehicles for a total cost of $111,847.64. Funding for this purchase is available from the FY 2018 Equipment Renewal and Replacement Fund (ERRF) Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of the purchase of four replacement light utility vehicles from Kent Powersports for a total cost of $111,847.64.

 

This contract was procured on the basis of Public Health or Safety Exemption and a Contracts Disclosure Form is not required.
