SUBJECT:

 

2017 Bond Program - Pedestrian Mobility & Streets Task Order Contract Package 1

 

SUMMARY:

 

An ordinance for the 2017 Bond Program Pedestrian & Streets Mobility Projects, Package 1, accepting the lowest responsive bid and awarding a task order contract to F.D. Concrete, LLC in the amount not-to-exceed $2,363,777.50, of which $119,760.00 will be reimbursed by San Antonio Water System (SAWS) and $900.00 will be reimbursed by CPS Energy for necessary adjustments to its existing infrastructure.

 

 

BACKGROUND INFORMATION:

 

On May 6, 2017, voters approved the 2017-2022 Bond Program, which authorized $48.1 million for Pedestrian Mobility & Street improvement projects in Districts 1, 2, 3, 4, 5, 6, 7, & 9.

 

This contract will be utilized to complete sidewalks, curbs, driveway approaches and other items required due to site conditions to accomplish the project scope. At a later date, the Transportation & Capital Improvements Department plans to administer four (4) additional task orders contracts to support the 2017-2022 General Obligation Bond Program for the purposes of pedestrian mobility projects.

 

This proposed ordinance authorizes contract capacity in the amount of $2,363,777.50 for the construction of pedestrian mobility and street improvement projects in Districts 1, 2, 3, 4, 5, 6, 7, & 9.  Projects will be identified and selected through coordination with TCI staff and respective Council District office.

 

This contract was advertised for construction bids in December 2017 in the San Antonio Hart Beat, on the City’s website, on the Texas Electronic State Business Daily and on TVSA. Bids were due on December 19, 2017.

 

Procurement of Services

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract.  The Goal Setting Committee set a Minority/Women Business Enterprise (M/WBE) subcontracting goal of 24% and an African-American Business Enterprise (AABE) subcontracting goal of 3% for the contract. F.D. Concrete has agreed to meet the subcontracting goals.

 

 

ISSUE:

 

This ordinance for the 2017 Bond Program Pedestrian & Streets Mobility Projects, Package 1, accepts the lowest responsive bid and awards a task order contract to F.D. Concrete, LLC in the amount not-to-exceed $2,363,777.50, of which $119,760.00 will be reimbursed by San Antonio Water System (SAWS) and $900.00 will be reimbursed by CPS Energy for necessary adjustments to its existing infrastructure.

 

This contract will be utilized to complete sidewalks, curbs, driveway approaches and other items required due to site conditions to accomplish the project scope.

 

Projects will be identified and selected through coordination with TCI staff and respective Council District office.

 

At the Transportation Committee meeting on February 19, TCI staff will initiate a policy discussion on the sidewalk program. This potential policy would provide a framework for how projects are executed to construct more sidewalks and put less toward ancillary infrastructure. After the Transportation Committee meeting, the policy discussion would be continued in a “B” Session and potentially guide the budget development process.

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to award this contract and request staff to re-bid this package; however, considering the additional time required for another solicitation process, this would adversely affect the timely completion of the 2017 Bond Pedestrian Mobility & Street improvement projects in Districts 1, 2, 3, 4, 5, 6, 7, & 9.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $2,363,777.50 authorized payable to F.D. Concrete, LLC; of which $119,760.00 will be reimbursed by San Antonio Water System (SAWS) and $900.00 will be reimbursed by CPS Energy for necessary adjustments to its existing infrastructure. Adjustments will be reimbursed to the City by SAWS and/or CPS as projects are identified.

 

Funds are available from the 2017-2022 General Obligation Bond Program and are included in the 2018-2023 Capital Improvement Program Budget.

 

Requirements for each task shall be detailed in the individual work orders assigned.  The City makes no minimum guarantee pertaining to the volume of work. 

 

 

RECOMMENDATION:

 

Staff recommends approval of this contract in the amount of $2,363,777.50 to construct the 2017 Bond Pedestrian Mobility & Street improvement projects identified in the 2017-2022 General Obligation Bond Program.
