SUBJECT: Change Order: Downtown Streets Reconstruction: Main, San Pedro, and Navarro Project for San Antonio Water System (SAWS) Cured In Place Pipe (CIPP)

 

 

 

SUMMARY:

 

An Ordinance authorizing a San Antonio Water System (SAWS) requested change order for the Downtown Streets Reconstruction - Main, San Pedro, and Navarro Project, a 2012-2017 Bond funded project, in the amount of $284,489.17 payable to Jordan Foster Construction, LLC for Cured In Place Pipe installation, storage and disposal fees and funded by SAWS for the Main, San Pedro, Navarro project, located in Council District 1.

 

 

BACKGROUND INFORMATION:

 

The 2012-2017 General Obligation Bond Program authorized $6,000,000.00 for the Downtown Streets Reconstruction - Main, San Pedro, and Navarro Project.  On December 15, 2016, City Council authorized a construction award in the amount of $5,448,793.58 to Jordan Foster Construction, LLC., of which $1,138,991.50 would be reimbursed by SAWS, and $717,775.50 would be reimbursed by CPS Energy for joint-bid utility work associated with the construction of the Project.

 

The project will implement a roundabout at the 5-legged intersection of N. Main Ave., San Pedro, Navarro and Camden.  This project will provide new concrete curbs, sidewalks and driveways, new asphalt pavement within the 5-legs leading into the roundabout and new concrete pavement within the roundabout circle.  There will be raised medians and crosswalks to better facilitate pedestrian traffic through the intersection, and new street and pedestrian lighting.  The project will also include landscape plantings and trees and will be maintained by the City.  Project construction began in February 2017 and is estimated to be completed by May 2018.

 

Previous Council Action

A previously executed contract with Jordan Foster Construction, LLC for the Downtown Streets Reconstruction - Main, San Pedro, and Navarro Project, for $5,448,793.58 was approved by City Council on December 15, 2016, through Ordinance 2016-12-15-0986. 

 

 

ISSUE:

 

This ordinance authorizes a San Antonio Water System (SAWS) requested change order for the Downtown Streets Reconstruction - Main, San Pedro, and Navarro Project, a 2012-2017 Bond funded project, in the amount of $284,489.17 payable to Jordan Foster Construction, LLC for Cured In Place Pipe installation, storage and disposal fees and funded by SAWS for the Main, San Pedro, Navarro project, located in Council District 1.

 

The contract included the installation of Cured In Place Pipe (CIPP) for the SAWS sanitary sewer main as it was a brick lined sewer main.  The CIPP installation specification includes a curing method either by steam or by hot water (boiling) method.  The contractor had selected the steam curing method and was scheduled to perform the work. 

 

There were concerns the steam method could cause safety concerns due to the fumes the steam would create and the project location’s proximity to the nearby local public school and the hospital. To address these safety concerns, SAWS changed the preferred curing method for the pipe installation from steam to the hot water (boiling) method instead. Due to the change in curing method, the contractor incurred additional cost in labor, material, and equipment which includes disposal of materials related to the installation. While SAWS debated which curing method to select, materials including the pipe had to be stored in a refrigeration truck to salvage what could still be used.

 

SAWS has approved the additional cost of $284,489.17 for the CIPP installation to be cured by the hot water (boiling) method.  This change order will not result in increased costs to the City, but will be paid by SAWS through reimbursement. 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve the change order thereby requiring staff to complete a bid process for the work; however, this may lead to further delays of the final completion of the project and it is likely to cause an increase in price.  The most cost effective option is to approve this change order.

 

 

FISCAL IMPACT:

 

This ordinance authorizes an increase of $284,489.17 to the Jordan Foster Construction, LLC contract for a SAWS change order for work on the Downtown Streets Reconstruction - Main, San Pedro, and Navarro Project. The full amount of $284,489.17 will be reimbursed back to the City by SAWS. This is a 2012-2017 General Obligation Bond Project which is included in the 2018-2023 Capital Improvements Program Budget.

 

 

 

RECOMMENDATION:

 

Staff recommends approving this change order, in the amount of $284,489.17, for the Downtown Streets Reconstruction - Main, San Pedro, and Navarro Project.
