Ratification of Sewer Drain Line Repair Services - Alamodome

 

 

SUMMARY:

 

This ordinance authorizes ratification of a contract with A-Ram Plumbing, Inc. for services rendered and completed on October 17, 2017 in the amount of $189,092.36, for the repair of two sewer drain lines at the Alamodome for the Convention and Sports Facilities Department. Funding is available from the FY 2018 Community and Visitor Facilities Fund.

 

 

BACKGROUND INFORMATION:

 

Submitted for Council consideration and action are four invoices submitted by A-Ram Plumbing, Inc. for all labor, material and equipment for the repair of two sewer drain lines at the Alamodome in the total amount of $189,092.36.  Services were completed on October 17, 2017 and  final supplemental repair invoices were accepted and approved on December 13, 2017 by the Convention and Sports Facilities Department.  The services were rendered utilizing the Annual Job Order Contract for On-Call Plumbing Services - Citywide, that was awarded to A-Ram Plumbing, Inc. through Ordinance 2016-03-10-0190 and a Certificate of Exemption, as the immediate procurement was necessary due to unforeseen damage to machinery, equipment or other property. 

 

The Alamodome was adversely affected when one 8-inch sewer drain line broke during the Gold Cup Soccer Event, on July 16, 2017.  The drain line at the Alamodome Southwest quadrant plaza level backed up, affecting four restrooms and two concession stands. The Alamodome staff and  three plumbing contractors investigated the lines and determined that the 8-inch drain line had either collapsed or had been pushed up, creating a situation where the lines could not drain properly.

 

This drain line failure was a catalyst for the Alamodome to inspect all of the 8-inch sewer drain lines leaving the Alamodome building. This inspection revealed one additional sewer drain line break in the Southeast corner of the building where an 8-inch pipe had separated.

 

A-Ram Plumbing, Inc. was issued a purchase order through the City’s Annual Job Order Contract for On-Call Plumbing Services - Citywide to perform all repairs.  Repairs began on September 5, 2017 and were completed on October 17, 2017.  The final supplemental repair invoices were accepted and approved on December 13, 2017.

 

 

ISSUE:

 

This ordinance will ratify payment for all labor, material and equipment for the repair of two sewer drain lines at the Alamodome.  The existing 8-inch sewer drain lines ruptured and were not able to properly drain to the main sewer line, causing the backup of sewer lines into the building. 

 

The services were rendered utilizing the Annual Job Order Contract for On-Call Plumbing Services - Citywide that was awarded to A-Ram Plumbing, Inc. by Ordinance 2016-03-10-0190.  The contract stipulates that any individual purchase order valued over $100,000.00 requires approval by City Council by passage of an ordinance. 

 

The Annual Job Order Contract for On-Call Plumbing Services - Citywide contract was awarded in compliance with the SBEDA Program, which requires contracts be reviewed by a Goal Setting Committee (GSC) to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The GSC applied the SBE Prime Contract Program to this solicitation and awarded 15 evaluation preference points to A-Ram Plumbing, Inc., Craftsman Plumbing, and HJD Capital Electric, Inc., as they are certified SBE and located within the San Antonio Metropolitan Statistical Area.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business (VOSB) Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

The Alamodome was adversely affected by the rupture of two sewer drain lines. An emergency procurement utilizing a Certificate of Exemption due to unforeseen damage to machinery, equipment or other property was used in order to provide labor, material and equipment to repair the two sewer drain lines. Should the repairs not have been performed, the services provided to patrons for Alamodome events would be adversely affected, and the sewer drain lines would have been vulnerable to further damage and extensive repairs.

 

FISCAL IMPACT:

 

This ordinance authorizes the ratification of payment for services rendered by A-Ram Plumbing, Inc. for all labor, material and equipment to repair two sewer line repairs at the Alamodome for a one-time cost of $189,092.36.  Funding is available from the FY 2018 Community and Visitor Facilities Fund.

 

RECOMMENDATION:

 

Staff recommends the ratification of payment for services rendered by A-Ram Plumbing, Inc. in the amount of $189,092.36 for all labor, material and equipment for the repair of two sewer lines at the Alamodome for the Convention and Sports Facilities Department.

 

This contract was procured on the basis of Certificate of Exemption as an Unforeseen Damage Procurement and a Contracts Disclosure Form is not required.
