SWMD Trash and Recycling Receptacles


SUMMARY:

This ordinance authorizes a contract with Victor Stanley, Inc. to provide the Center City Development and Operations Department with a vendor to manufacture and deliver ninety metal recycling and trash receptacles for a total cost of $83,097.60. Funding is available through the FY 2018 Solid Waste Operating and Maintenance Fund.


BACKGROUND INFORMATION:

This contract will allow the Solid Waste Management Department to expand recycling opportunities in downtown locations with a vendor to manufacture and deliver ninety additional metal recycling and trash receptacles.

Procurement of the receptacles was completed through Cooperative Buy Board agreement #512-16 in order to match receptacles previously purchased from the same manufacturer in 2012.

The City has been working to enhance the sanitation and cleanliness of downtown sidewalks. Trash left in the public right-of-way is unsightly for downtown visitors, workers and residents. In addition, leaking trash receptacles contribute to sidewalk pollution and receptacles often crowd pedestrian walkways and hinder accessibility. This is a continuation of the Center City Development and Operations Department's recycling initiative.

ISSUE:

This ordinance will authorize a purchase agreement with Victor Stanley, Inc. utilizing BuyBoard contract #512-16. This purchase will be made in accordance with the Texas Local Government Purchasing Cooperative Passed on Ordinance 97097, dated 1/30/2003.

All receptacles include a ten year structural warranty.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

This award is an exception to the Local Preference Program.
