SUBJECT:

Compact Crew Cab Trucks

SUMMARY:

This ordinance authorizes acceptance of a contract with Gunn Chevrolet to provide two replacement and three additional four full-door compact crew cab trucks for a total cost of $119,980.00.

Funding is included in the FY 2018 Equipment Renewal and Replacement Fund (ERRF) Budget in the amount of $47,992.00, and the FY 2018 Parks and Recreation Department General Fund Budget in the amount of $71,988.00.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached tabulation of five competitive bids to provide the Parks and Recreation Department with five two-wheel drive compact crew cab trucks for a total cost of $119,980.00. These compact crew cab trucks will be utilized by the Parks & Recreation Department to support linear creek way development and maintenance. These vehicles will be used to transport crews and equipment to maintain pavilions, irrigation systems, greenways, and trails.  This purchase is to support the new park amenities that were approved in FY 2017.

The bid submitted by Gunn Nissan did not meet published bid specifications of day time running lights, intermittent wipers, and automatic-off head lights.

ISSUE:

This contract will provide the Parks & Recreation Department with two replacement units and three add-on units to the City’s fleet. The replacement of these units is consistent with the City’s Equipment Replacement and Renewal Fund (ERRF) program.  The three additional units will be included in the ERRF when placed into service.

The life expectancy for these units is 120 months. These units have a three year or 36,000 mile bumper to bumper warranty.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

The recommended award is to the lowest responsive bidder, which is a local business; therefore, application of the Local Preference Program was not required.

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

ALTERNATIVES:

Should this contract not be approved, the Parks & Recreation Department’s ability to provide essential services to the residents of San Antonio could be affected. All of the replaced equipment has met or will meet its age or hour requirement cycles for replacement. The replacement date is considered the optimum time for replacement as delaying the acquisition could render the units no longer economically feasible to repair and could impact the departments’ ability to provide essential services to the residents of San Antonio.
