Procurement Preference Programs
SUMMARY:
A briefing on the City’s Procurement Programs
BACKGROUND INFORMATION:
This briefing will include an overview of the following programs/processes administered by the Economic Development and Finance Departments to include the Small Business Economic Development Advocacy Program, Procurement Preference Programs and High Profile Contracts detailed below. Several policy items related to these programs have been identified. However, prior to staff presenting recommendations on these policies, this B-Session will allow for a full presentation on the programs currently in place. This briefing will provide context and an orientation on programs prior to having the policy discussion with the full City Council in a B-session in an upcoming meeting.
Small Business Economic Development Advocacy Program
The Small Business Economic Development Advocacy (SBEDA) program leverages the City’s purchasing power to build the capacity of local small, minority, and women-owned businesses (S/M/WBEs) by applying procurement incentives and requirements to City solicitations which eliminates barriers to competition for S/M/WBEs and provides City contracting opportunities. These SBEDA procurement incentives and requirements include evaluation preference points for S/M/WBEs prime respondents and subcontracting goals to utilize S/M/WBEs.
High Profile Contracts
The City currently designates high profile contracts as those contracts which are valued over $1 million dollars, have a high level of community interest or are highly complex or technical or have nonstandard terms.
Procurement Preference Programs
The City, applies a variety of preference programs to its contracts as allowable by state law and City Ordinance. Among these programs are the Local Preference Program (LPP), and the Veteran-Owned Small Business Preference (VOSBP) programs. The LPP and VOSBP Programs were established in May 2013 and January 2014, respectfully and provide preferences to local businesses and Veteran-Owned business competing for City contracts.
Specifically, the Local Preference Program uses the City’s spending powers to promote fiscal responsibility and maximize the amount of tax dollars that remain in the local economy for the benefit of its citizens by utilizing all available legal opportunities to contract with City Businesses. The Veteran-Owned Small Business Preference ordinance is consistent with the City Council’s goal of promoting Veteran-owned small businesses through the application of preference points in the evaluation criteria for discretionary solicitations.
Staff will present proposed considerations based upon Council input at a future B session.
ISSUE:
The Finance Department will provide a presentation to the full Council on the City’s Procurement programs.
