SUBJECT:

Discussion and action to determine the staggering of terms for the SEP-HCP Coordinating Committee.


BACKGROUND INFORMATION:

The San Antonio/Bexar County ILA was approved by the San Antonio City Council and the Bexar County Commissioner's Court in 2017.

The City's appointees are ex-officio, and include the following officers:
* Assistant Director for Land Development of the Development Services Department (Melissa Ramirez)
* Assistant Director of the Planning Department (Rudy Nino)
* Director of the Parks and Recreation Department (Xavier Urrutia)

The County's appointees are also ex-officio, and include the following officers:
* Bexar County Parks Section Chief (Ken McGlamery)
* Bexar County Development Services Engineer (Robert Brach)
* Bexar County Environmental Engineer (Andrew Winter)

Since then, the Coordinating Committee has been meeting regularly, but has yet to make a determination of the staggering of terms as required under the ILA. Because the one-year anniversary of the ILA is approaching, it is necessary for the Committee the make the required staggering determination. It should be noted, however, that Section 2.3 of the ILA does clarify that a member continues to serve until a successor is appointed.


ISSUE:

Section 2.3 of the City of San Antonio and Bexar County Interlocal Agreement (ILA), signed in February 2017, states that Coordinating Committee members terms shall be two years; however, subsection (d) further clarifies that initial terms shall be staggered so that three members will have an initial term of one year and three members will have an initial term of two years. Additionally, the section further states the designation of the staggering of the initial terms shall be determined by the Coordinating Committee.


ALTERNATIVES:

The Coordinating Committee is obligated by the ILA to make a determination on the staggering of terms of the members as required by Section 2.3 of the ILA.
