The Governance City Council Committee will review the following three candidates for appointment to the San Antonio Water System Board of Trustees for the remainder of unexpired terms of office to expire May 31, 2021:

BACKGROUND INFORMATION:

On April 30, 1992, the City Council created the San Antonio Water System by Ordinance 75686.  Section 32 prescribes management of the System by a board of trustees, which includes the Mayor as an ex-officio member.  Paragraph D provides that all vacancies on the board shall be filled by majority vote of all members of the City Council then holding office.

 

The San Antonio Water System Board of Trustees is vested with the complete management, control and operation of the Water System.  The Board controls the expenditure and application of the revenues of the System, and makes recommendations to the City Council concerning rates, fees, and changes for services rendered by the System.  Members serve a 4-year term of office, and are limited to serving 2 terms.

 

Per Ordinance 87010 paragraph 4 denotes Trustees are required to be U.S. citizens and reside inside the corporate limits of the City or inside the area served by the system.

 

ISSUE:

Consideration of appointments to the Southwest, Northwest, and Northeast Quadrants of the city.

 

FISCAL IMPACT:

There is no fiscal impact.

 

RECOMMENDATION:

The recommendation of the Governance City Council Committee will be presented to the full City Council on March 8, 2018.
