2018 Task Order Contract for Flatwork and Pavement Markings Package 1

 

SUMMARY:

An ordinance awarding the 2018 Task Order Contract for Flatwork and Pavement Markings Package 1 to Pinnacle Concrete Construction, LLC in an amount not to exceed $888,540.50, of which $51,125.00 will be reimbursed by San Antonio Water System, for the construction of work associated with street maintenance projects, located citywide.

                                          

 

BACKGROUND INFORMATION:

Project Background

During the FY 2018 Budget process, City Council approved $5 million to complete numerous sidewalk and pedestrian-related projects. Of this $5 million, $500,000.00 is allocated to fund the installation of ADA-compliant ramps associated with the FY 2018 in-house street maintenance projects.  Additionally, there are in-house street maintenance projects that require the installation of pavement markings.  In-house street maintenance crews are not resourced to complete the installation of ADA-compliant ramps and pavement markings and need an outside contractor to assist with this effort. 

 

This Task Order Contract includes, but is not limited to, the construction of sidewalks, curbs, wheelchair ramps, retaining walls, pavement markings and any other work required for the completion of the assigned projects located throughout the city.  SAWS participation on this contract is necessary in order to complete adjustments to its existing infrastructure that impact city projects.  SAWS will reimburse its improvement costs based on the bid unit prices received per this construction contract. 

 

Task Order Contracts are utilized when multiple projects are to be delivered through various programs and funding sources in a limited timeline, but the project specifics (scope and limits) are not known.  A Task Order Contract is awarded based on the capacity, or total dollar amount, anticipated to deliver a number of projects within a specified limited timeframe.  Funding for these projects may include, but is not limited to, Advanced Transportation District (ATD), General Fund, and Certificates of Obligation.

 

Procurement of Services

 

This Contract was advertised for construction bids in December 2017, in the San Antonio Hart Beat, on the City’s website and in the Texas Electronic State Business Daily. Bids were due on January 23, 2018 and eleven bidders responded. Of these, Pinnacle Concrete Construction, LLC submitted the lowest responsive bid.

 

Pinnacle Concrete Construction, LLC is a small, minority-owned business and has committed to meet an 23% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) Subcontracting Goal. 

 

 

ISSUE:

This ordinance awards the 2018 Task Order Contract for Flatwork and Pavement Markings Package 1 to Pinnacle Concrete Construction, LLC in an amount not to exceed $888,540.50, of which $51,125.00 will be reimbursed by San Antonio Water System for construction related to Street Maintenance Program (SMP) projects, located throughout the City of San Antonio.

 

This task order contract provides for the construction of ADA-compliant ramps and installation of pavement marking to facilitate the completion of FY 2018 in-house street maintenance projects.  During the FY 2018 Budget process, City Council identified $5 million to complete numerous sidewalk and pedestrian-related projects.  This contract will be utilized to ensure the timely completion of those projects, along with any other pedestrian-related projects that materialize throughout the duration of the contract.

 

 

ALTERNATIVES:

City Council could choose not to award this Task Order Contract and instead individually bid out the projects for construction.  However, construction bid prices could be higher than those estimated with the Task Order Contract and bidding the projects individually would prolong the delivery of these projects.

 

 

FISCAL IMPACT:

Requirements for each task shall be detailed in the individual work orders assigned.  If funding for any work activities is not previously appropriated, funding will be identified and appropriated through subsequent City Council action.  In addition, an estimated $51,125.00 will be reimbursed to the City by San Antonio Water Systems as projects are identified. 

 

Funding for these projects may include, but is not limited to, Advanced Transportation District (ATD), General Fund, and Certificates of Obligation.

 

 

RECOMMENDATION:

Staff recommends approval of this ordinance, awarding the 2018 Task Order Contract for Flatwork and Pavement Markings Package 1 to Pinnacle Concrete Construction, LLC in an amount not to exceed $888,540.50, of which $51,125.00 will be reimbursed by San Antonio Water System for construction related to Street Maintenance Program (SMP) projects, located throughout the City of San Antonio.
