SUBJECT:

 

A resolution ratifying the submission of a grant application and authorizing the acceptance of funds, if awarded, for the Justice Assistance Grant Program, CFDA No. 16.738, in an amount not to exceed $138,870.00 for 12 months beginning October 1, 2018.

 

 

SUMMARY:

 

This resolution ratifies the submission of a grant application and authorizes the acceptance of funds, if awarded, from the Office of the Governor, to increase Stand Up SA capacity to establish meaningful, collaborative, and sustainable partnerships within targeted neighborhoods, educate the public regarding methodologies to reduce gun violence, and purchase equipment for staff, in an amount not to exceed $138,870.00 for 12 months beginning October 1, 2018.

 

The above referenced request for funding included a cover page, project narrative, problem statement, budget and budget narrative and was submitted on February 20, 2018.

 

Furthermore, this resolution authorizes the Director of the San Antonio Metropolitan Health District (Metro Health) to initiate, negotiate, and execute any and all necessary documents and a grant contract to effectuate the acceptance of the referenced grant, and to execute contract amendments pertaining to this contract, to include a) carry-over funds, when ascertained and approved by the funding agency through a revised notice of award; b) line item budget revisions authorized by the funding agency; c) modifications to the performance measures authorized by the funding agency and listed in the contract so long as the terms of the amendment stay within the general parameters of the intent of the grant; d) no cost extensions; 3) amendments which will provide supplemental grant funds to the grant by the funding agency in an amount up to 10% of the total amount awarded to the grant; f) reimbursement increases of administrative funds for each participant served; g) amendments funding one time equipment purchases or defined program services; and h) changes in regulations mandated by the funding agency.

 

 

 

BACKGROUND INFORMATION:

 

According to the U. S. Census Bureau, San Antonio’s population in 2014 was 1,436,697 making it the 7th largest city in the United States. During 2014, San Antonio was ranked 7th, out of the top 10 most populated cities in the United States in the number of homicide deaths, with 7.17 deaths per 100,000 population. The total number of homicides listed on the SAPD website for San Antonio in 2014 was 103. In 2014 there were 33 murders in Stand Up SA’s four neighborhood target area. The population of the four neighborhoods was 83,520. This equates to one-third of all the murders in the city of San Antonio being committed within the boundaries of these four neighborhoods. These neighborhoods contain only six percent of the population of San Antonio.

 

The goals of Metro Health’s Stand Up SA program includes establishing meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and educating the public regarding methodology to reduce gun violence. With funding from the Governor’s Office, Metro Health will:

 

                     Purchase computer tablets for the Violence Interrupter and Outreach Worker staff members;

                     Hire a temporary Management/Data Analyst;

                     Purchase a laptop computer for the Management/Data Analyst; and,

                     Fund a media campaign using radio, social media, billboards and neighborhood flyers.

Metro Health is currently working with the Alamo Area Council of Governments (AACOG) on the application from The Office of the Governor.  The Office of the Governor requires that the COG be a part of the application process.  The COG acts as a liaison between the applicants and the Office of the Governor.

 

Metro Health submitted this application on February 20, 2018 due to a required workshop that was held by the Alamo Area Council of Governments on January 5th and 10th.  The workshop was necessary to understand the grant requirements and delayed the internal development and authorization to apply for the grant.

 

 

ISSUE:

 

Metro Health requests City Council ratify the department’s submission of a grant application to and authorize the acceptance of funds, if awarded, from the Office of the Governor for the Justice Assistance Grant Program. Metro Health’s Stand Up SA Program works to establish meaningful, collaborative, and sustainable partnerships within targeted neighborhoods and educate the public regarding ways to reduce gun violence. Metro Health proposes to use these funds to provide violence interruption, case management and community outreach to reduce gun violence within the city.

 

 

ALTERNATIVES:

 

Should City Council not ratify Metro Health’s application to participate in the Justice Assistance Grant Program, the department would not be eligible to accept the funding, if awarded, and would forego utilizing the funds to improve data collection efforts and track progress of Stand Up SA participants, educate the public, and analyze data for management reporting.

 

 

FISCAL IMPACT:

 

The Justice Assistance Grant Program through the Office of the Governor is a 12 month award in the amount of $138,870.00 beginning October 1, 2018 and ending September 30, 2019.  There is no impact on the General Fund. One temporary staff position will be added as a result of this grant funding.

 

 

RECOMMENDATION:

 

Staff recommends City Council ratifies the submission of a grant application to the Office of the Governor for the Justice Assistance Grant program and authorizes the acceptance of funds and execution of the grant documents, if the grant is awarded by the funder.
