SUBJECT:

Updates from the Office of Historic Preservation.

SUMMARY:

The mission of the Office of Historic Preservation is to protect the historical, cultural, architectural, and archeological resources that make San Antonio unique. As one of the most comprehensive preservation programs in the nation, OHP is recognized as a model for other cities through its innovative programs such as ScoutSA which explores the historical and cultural resources in San Antonio, the successful Vacant Building Registration Program which has catalyzed the redevelopment of underutilized buildings, and its robust Education and Outreach efforts that engage the community in hands-on preservation and neighborhood revitalization.

San Antonio also leads other cities in terms of design review with over 1,800 Certificates of Appropriateness issued annually, accounting for approximately one-third of all historical reviews by municipalities in the State of Texas. OHP staff and the Historic and Design Review Commission review applications for properties within local historic districts, landmarks, the River Improvement Overlay Districts, and more recently, the Downtown Business District.

Design review plays an important role in ensuring high-quality and compatible development in our historic neighborhoods and urban corridors. OHP staff is continuously exploring opportunities to improve the design review process by providing clarity in the design requirements that contribute to consistent decision-making by the HDRC. OHP has recently facilitated public discussions regarding infill design, the administrative approval process, and other aspects of design review to improve the review process and outcomes.
