Task Order Contract for Traffic Calming Construction

 

 

SUMMARY:

 

An ordinance authorizing a two-year task order construction contract with E-Z Bel Construction, LLC in an amount not to exceed of $1,423,791.18 for neighborhood traffic calming construction projects at locations throughout the City.

 

 

BACKGROUND INFORMATION:

 

The FY 2018 Capital Improvements Program includes funding for the construction of traffic calming devices in various neighborhoods throughout the City.  Funding will provide for materials and equipment (i.e. illuminated traffic signs, speed feedback trailers, etc.), engineering services (i.e. consultant design for projects and evaluation) and construction.  This ordinance establishes the task order contract to be used for the construction component of the FY 2018 Traffic Calming project.

 

This task order contract provides capacity to implement neighborhood traffic calming projects for the citywide FY 2018 Traffic Calming project.  The task order contract has a term length of two-years to allow staff to efficiently implement projects that are currently in the design phase in FY 2018 to be funded for construction in FY 2019 contingent upon City Council approval of the FY 2019 Adopted Operating and Capital Budget.

 

Procurement of Services

In January 2018, this task order contract was advertised for construction bids in the San Antonio Hart Beat, City’s website, Texas Electronic State Business Daily, TVSA and through the TCI Small Business Office. Bids were due on February 6, 2018.

 

Two bidders responded for the Task Order Contract for traffic calming construction. E-Z Bel Construction, LLC was the lowest responsive bidder with a bid amount of $1,423,791.18.  

 

This contract will be awarded in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on the contract. The Goal Setting Committee set a 11% Minority and Women Business Enterprise (MWBE) subcontracting goal and a 1% African American Business Enterprise (AABE). E-Z Bel Construction, LLC has committed to meet these goals.

 

This construction contract was developed utilizing the low bid process; therefore, a Discretionary Contracts Disclosure Form is not required.

 

 

ISSUE:

 

This ordinance authorizes a two-year task order construction contract with E-Z Bel Construction, LLC in an amount not to exceed of $1,423,791.18 for neighborhood traffic calming construction projects at locations throughout the City.

 

This task order contract will be utilized to construct traffic calming projects identified as part of the FY 2018 Traffic Calming project. TCI will conduct a traffic engineering evaluation to determine eligible traffic calming projects.  Projects will be prioritized for implementation based upon the traffic conditions taking into account the metrics of speed, volume, crash history, and pedestrian generation.

 

 

ALTERNATIVES:

 

An alternative to utilizing an outside contractor to complete these projects would be to utilize in-house staff. However, the equipment required for this type of effort is not available in-house and with staff’s existing workload completing these projects would not be feasible. 

 

 

FISCAL IMPACT:

 

Funds are not appropriated by this action. This ordinance authorizes a two-year task order contract with E-Z Bel Construction, LLC in an amount not to exceed $1,423,791.18. Funding is available in the FY 2018 Traffic Calming project included in the FY 2018 Capital Improvement Program funded through the General Fund. Projects not funded through the FY 2018 Traffic Calming project are subject to available funding. Funding for the second year of this contract is contingent upon City Council approval of the FY 2019 Adopted Budget or use through the Infrastructure Management Program (IMP), Neighborhood Access and Mobility Program (NAMP), and Advanced Transportation District (ATD) traffic calming projects. Work activities will be allocated in the form of task orders. The City will make no minimum guarantee pertaining to the volume of work.

 

RECOMMENDATION:

 

Staff recommends the approval of this ordinance authorizing a two-year task order construction contract with E-Z Bel Construction, LLC in an amount not to exceed of $1,423,791.18 for traffic calming construction projects and other traffic projects at locations throughout the City.
