Purchase of Rescue Equipment


SUMMARY:

This ordinance accepts an offer from Municipal Emergency Services, Inc. for a one time purchase of seven sets of rescue tools and accessories for the San Antonio Fire Department for a total cost of $188,965.00. Funding for this contract is available through the FY 2018 Fire Department General Fund budget.


BACKGROUND INFORMATION:

This contract will provide the San Antonio Fire Department with equipment required to respond to automobile traffic accidents where individuals become trapped in their vehicles. The Fire Department currently has 23 sets of hydraulic rescue tools deployed in the field, which includes two sets of recently purchased Hurst eDraulic rescue tools in June 2017. The remaining 21 sets of rescue tools are planned to be replaced over the next three years. The current purchase will allow the Fire Department to distribute one set of new Hurst eDraulic rescue tools to each District within the City.

The City issued a Request for Offer (RFO) on February 12, 2018 to Municipal Emergency Services (MES) for the purchase of rescue cutters, rams, spreader tools and accessories citing a Public Health and Safety Exemption. MES is the only Hurst dealer whose sales territory includes Bexar County and whose personnel have been factory trained by the manufacturer on the operation, maintenance and service of this equipment. MES is also approved by Hurst to perform warranty repairs, annual maintenance and services for the equipment being purchased. The Hurst eDraulic rescue tools, as determined through testing by the Fire Tool and Safety Committee, is the safest and most effective emergency tools available, with high pressure capability to cut through Ultra High-Strength Steel (UHSS).
