SAWS Utility Briefing on the Development Services Process and Impact Fees

 

 

SUMMARY:

 

A briefing by President and CEO of the San Antonio Water System on the SAWS Development Services Process with focus on impact fees and how they are determined. 

 

 

BACKGROUND INFORMATION:

 

This briefing is part of the ongoing process of keeping Council informed of the activities at the City owned utilities. Starting in January 2018, CPS Energy and the San Antonio Water System (SAWS) began providing status reports to Council in alternating months. 

 

SAWS serves more than 486,000 water and 435,000 wastewater customers in and around San Antonio and maintains over 12,300 miles of water and sewer mains. 

 

SAWS is governed by a seven-member Board of Trustees with the Mayor serving as an ex-officio member. The City Council exercises its oversight of SAWS through the approval of rates and charges, authorization of debt issuances, approval of all condemnations, and the appointment of all Trustees except the Mayor.

 

 

ISSUE:

 

For this item, Robert R. Puente, SAWS’ President and CEO, will provide a briefing on their role in the development service process with a focus on impact fees. The presentation will include: a discussion on the purpose of Utility Service Agreements to extend water and/or wastewater service; the purpose of impact fees, how they are established, and the ability to develop and waive them; and an overview of SAWS’ Growth Strategy.
