SUBJECT:

Purchase of SUVs and Vans

SUMMARY:

This ordinance authorizes acceptance of contracts with Silsbee Toyota, Silsbee Ford, Ancira Motor Company and Gunn Chevrolet, LTD to provide City departments with twenty-one replacement and three additional sport utility vehicles (SUVs) and vans for a total cost of $638,063.18 of which $542,604.18 is available in the FY 2018 Equipment Renewal and Replacement Fund (ERRF) Budget and $95,459.00 available from the FY 2018 Airport Operating and Maintenance Fund Budget.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached tabulation of eight competitive bids to provide twenty-one replacement and three additional SUV’s and vans for a total cost of $638,063.18. This equipment will be utilized by the Parks and Recreation, Building & Equipment Services, Aviation, Development Services, Code Enforcement, and the San Antonio Fire Departments for project support and transportation throughout the City.

ISSUE:

These contracts will provide SUVs and vans that will support airfield tarmac operations, arson investigations, code enforcement activities, community center program participant and volunteer transportation, and hauling custodial maintenance materials and crews between buildings.

All units are covered by a minimum 36 month/36,000 mile warranty that will start on the day each unit is placed in service. The life expectancy for these vehicles is 120 months or 100,000 miles depending on vehicle condition.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to lack of small, minority, and/or women businesses available to provide these goods and services.

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

ALTERNATIVES:

The current sport utility vehicles and vans scheduled for replacement have met their age and/or mileage requirement cycles and are no longer economically feasible to repair. If the replacement equipment is not purchased, necessary field work may be compromised and thus create the potential of delays in delivery of essential services to the residents of San Antonio. The alternative is to continue to use the SUVs and vans currently available and incur increasing maintenance costs, thus compromising services throughout the City.

FISCAL IMPACT:

This ordinance authorizes contracts for the purchase of twenty-four SUVs and vans for a total cost of $638,063.18 of which $542,604.18 is available in the FY 2018 Equipment Renewal and Replacement Fund (ERRF) Budget and $95,459.00 available from the FY 2018 Airport Operating and Maintenance Fund Budget.

RECOMMENDATION:

Staff recommends the approval of these contracts to purchase twenty-four SUVs and vans as follows: $343,187.00 awarded to Silsbee Toyota, $142,423.18 awarded to Silsbee Ford, $61,798.00 awarded to Ancira Motor Company and $90,655.00 awarded to Gunn Chevrolet LTD.

These contracts are procured on the basis of low bid and Contracts Disclosure Forms are not required.
