Advance Funding Agreements for Traffic Signal Upgrades
SUMMARY:
Consideration of an item related to the rebuilding of seven traffic signals as part of the Texas Department of Transportation’s (TxDOT) Highway Safety Improvements Program (HSIP) and authorizing the execution of seven Advance Funding Agreements between the City of San Antonio and TxDOT in the total amount of $198,679.00 payable to TxDOT and accepting $1,634,900.00 in HSIP infrastructure in the rebuilding of traffic signals at the following locations:

BACKGROUND INFORMATION:
The Highway Safety Improvements Program (HSIP) aims to eliminate or reduce the number and severity of traffic crashes. The program is limited to specific project and crash types identified in the Texas Strategic Highway Safety Plan (SHSP). The HSIP included funds for construction and operational improvements of qualifying projects that were located off the state highway system. Federal dollars are used to fund the program and the local government is required to provide a 10% match for construction funding, in addition to design and environmental costs. TxDOT will bid and construct the projects.
Based on Transportation & Capital Improvement traffic studies and staff recommendations, seven intersections were selected to be rebuilt to the latest traffic signal standards during TxDOT’s 2015, 2016, and 2017 HSIP call for projects and scheduled for construction later this year. All seven roadway intersections listed below are currently signalized with all equipment being mounted on wood poles and span wires. The rebuilding includes replacing the wood poles with steel mast arms, upgrading the vehicle detection system, and adding audible pedestrian signals, battery backup systems, traffic monitoring cameras, and illuminated street name signs.

ISSUE:
This ordinance authorizes the execution of seven Advance Funding Agreements between the City of San Antonio and TxDOT in the total amount of $198,679.00 payable to TxDOT and accepting $1,634,900.00 in HSIP infrastructure in the rebuilding of traffic signals at the following locations:

These projects have been selected for funding under TxDOT’s 2015, 2016, and 2017 HSIP, which provide federal funds to cover 90% of the construction costs and the local government is required to provide a 10% match for construction funding, in addition to design and environmental costs. TxDOT will bid and construct the projects.
Of the $198,679.00 payment, $8,902.00 is included for preliminary TxDOT direct costs as required by the advance funding agreements. The remaining funds of $189,777.00 will cover the City’s required match for the federal funds and TxDOT construction related direct costs. Once reconstruction is completed, the City will continue to own, operate and maintain these traffic signals.
ALTERNATIVES:
As an alternative the City can elect not to authorize this Advance Funding Agreement and accept these funds. However, the City would then be responsible to fund 100% of the construction costs to rebuild these traffic signals in a future project.
FISCAL IMPACT:
This is a one-time capital expenditure totaling $198,679.00 with funding available within the FY 2018 Traffic Signal Installation Project, a FY 2018 General Fund project. Of the $198,679.00 payment, $8,902.00 is included for preliminary TxDOT direct costs with the remaining funds of $189,777.00 to cover the City’s required match for the federal funds and TxDOT construction related direct costs.
RECOMMENDATION:
Staff recommends approval of this ordinance authorizing seven advance funding agreements between City of San Antonio and TxDOT to rebuild the traffic signals at Vance Jackson Road and La Manda Boulevard, New Braunfels Avenue and Steves Avenue, Pleasanton Road and Formosa Boulevard, Marbach Road and Horal Drive, Brownleaf Drive at Military Drive West, Callaghan Road and Ingram Road, and Wurzbach Road at Bluemel Road.
