The Annual Contract for Telecommunications, Network Connectivity and Other Telecommunication Services Competitive Sealed Proposal is for telecommunication services that include local telephone lines, telephone numbers for the City of San Antonio’s telephone system; 311 non-emergency reporting; WAN/LAN broadband services; directory assistance services; long distance, international and toll free call services; and Internet connection services.  The solicitation is for a six year contract with two, two year renewal options.

The RFCSP was advertised on the City’s website on July 14, 2017 and in the San Antonio Express-News on July 17 and July 24 of 2017.  The RFCSP was released on July 14, 2017 with responses due November 13, 2017. A total of four proposals were received.  Upon review, two proposals were deemed non-responsive.  A selection committee consisting of Executives from the City Manager’s Office, Information Technology Services Department and Transportation and Capital Improvements Department evaluated and ranked the two responsive submissions.

The selection committee evaluated and scored the proposals based on the published criteria which included: Experience, Background, Qualifications; Proposed Plan, and Price.
