Purchase of Fitness Equipment - SAFD

 

 

SUMMARY:

 

This ordinance accepts the offers from Fitness In Motion and BSN Sports for the purchase and delivery of fitness equipment for various fire facilities for the San Antonio Fire Department. Funding in the amount of $167,028.71 is available in the FY 2018 General Fund Budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action are the bids submitted by Fitness In Motion and BSN Sports to provide the San Antonio Fire Department with the purchase and delivery of fitness equipment for various fire facilities for a total cost of $167,028.71. 

 

The new equipment will replace outdated and damaged or broken equipment at 41 fire facilities throughout the City.  This contract will provide the purchase and delivery of 15 climbmills, 16 fitness air bikes and various other fitness and strength training equipment.

 

ISSUE:

 

To better prepare the first responders for the daily physical demands of their job duties, SAFD has provided each fire facility with fitness equipment for employees to exercise while on duty.  Over the last five years, SAFD has seen that participation in physical activity, or prehabilitation, not only reduced the number and severity of injuries, but also reduced the costs associated with on-duty injuries in terms of workers compensation claims, overtime, backfill and high-class pay. 

 

The fitness equipment that was originally purchased in 2011 has reached the end of its usable life and is in need of replacement. 

 

In reviewing the following alternate items bid by BSN Sports, it was determined that the substitute products did not meet specifications contained in the published bid documents.  Specifically, the Body Solid Battle Rope did not meet the diameter specified; the BSN proposed plates do not indicate the width or the thickness of the urethane coating and they are not interlocking, therefore are not compatible with the plates that the SAFD Training Academy currently has in use.  Also, the Reactor Cable Speed Rope proposed by BSN does not indicate that it has a ball bearing cartridge as specified. 

 

This contract is within the scope of the Small Business Economic Development Advocacy (SBEDA) Program.  However, due to the type of commodities/services being procured and value of the contract, no SBEDA tool is available.

 

For Item 95 only, this item is in accordance with the Local Preference Program and will result in an additional cost to the City of $0.43.  Fitness In Motion, the recommended local bidder, submitted a price of $29.41 for Item 95 and is within 3% of BSN Sports, the lowest non-local bidder, who submitted a price of $28.98.

 

The Veteran-Owned Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

ALTERNATIVES:

 

All of the current equipment has met its useful life and is in need of replacement.  If the equipment is not replaced, personnel will be required to utilize outdated equipment or forgo exercising at Fire facilities. 

 

 

FISCAL IMPACT:

 

This ordinance accepts the offers from Fitness In Motion and BSN Sports for the purchase and delivery of fitness equipment for various fire facilities for the San Antonio Fire Department. Funding in the amount of $167,028.71 is available in the FY 2018 General Fund Budget.

 

 

RECOMMENDATION:

 

Staff recommends the approval of the bid with Fitness In Motion and BSN Sports to provide the purchase and delivery of fitness equipment for a total cost of $167,028.71. 

 

This contract is procured by means of low bid and a Contracts Disclosure Form is not required.
