SUBJECT:

Joint Use Agreement with AT&T at the San Antonio International Airport

SUMMARY:

This Ordinance authorizes a joint use agreement with AT&T to allow access to property at 8922 Airport Blvd. and adjacent areas at the San Antonio International Airport for the installation of telephone lines for the gas station facility. The agreement is for a term of 30 years.

BACKGROUND INFORMATION:

As part of their operations, gas stations require access to telecommunication lines for tasks such the charging of credit or debit cards at the pump or cashier’s station. The Phillips 66 gas station located at the intersection of Airport Blvd. and Northern Blvd. requires these lines. The Aviation Department and AT&T developed a joint use agreement that would allow AT&T access to Airport property in order for the lines to be installed.

The joint use agreement allows AT&T and its subcontractors access to the areas outlined in the agreement for the purpose of installation, construction, reconstruction, installation, maintenance, repair and replacement of underground telephone lines and associated equipment for the provisions of telephone and cable services to the property.

ISSUE:

City Council authorization is required for all Joint Use Agreements.

ALTERNATIVES:

City Council could choose not to approve this request; however, disapproval of this request will result in AT&T not being able to provide these services to the gas station.

FISCAL IMPACT:

AT&T is solely responsible for all costs of construction, installation, repairs, maintenance, operation, and the like of any property placed by AT&T at San Antonio International Airport.  There is no cost to be borne by the Airport.

RECOMMENDATION:

Staff recommends the authorization of the Joint Use Agreement with AT&T at San Antonio International Airport.
