SUBJECT:

 

Authorizing the acceptance of supplemental funds from the Texas Department of State Health Services for the Title V Dental grant.

 

 

 

SUMMARY:

 

Ordinance No.  2017-01-12-0007, passed and approved on January 12, 2017, authorized a Texas Department of State Health Services (DSHS) Title V-Dental grant for the San Antonio Metropolitan Health District’s Oral Health Program. These funds will be in addition to the current award that began September 1, 2017 and ends August 31, 2018.  The supplemental funding is comprised of $60,000.00 from CFDA number 93.994.

 

The above referenced request for funding included a revised budget submitted on March 30, 2018.

 

Furthermore this ordinance authorizes the Director of the San Antonio Metropolitan Health District (Metro Health) to initiate, negotiate, and execute any and all necessary documents to effectuate the acceptance of the referenced grant funds, to include executing an amendment pertaining to this contract, and the execution of additional contract amendments providing supplemental funds to the grant by the funding agency in an amount up to 20% of the total amount awarded to the grant to include the funds awarded under this ordinance.

 

 

 

BACKGROUND INFORMATION:

 

The San Antonio Metropolitan Health District (Metro Health) receives an annual award from the Texas Department of State Health Services (DSHS) through the Title V Dental grant. This grant was previously approved by council on January 12, 2017, Ordinance No. 2017-01-12-0007, and provides dental services to children ages 0-21 who do not qualify for Medicaid and CHIP. Metro Health provides all enrollment and intake activities related to the Title V Dental grant and has partnered with the University Of Texas Health Science Center School Of Dentistry to provide direct patient care to enrolled children.

 

DSHS notified Metro Health on March 14, 2018 of the potential for supplemental funding for the Title V program.  DSHS requested Metro Health determine if additional funding will be needed for the Oral Health Program and to provide them with the amount needed,  purpose for the supplemental funding, and number of additional clients that could be served with the supplemental funding.

 

Metro Health responded to DSHS on March 14, 2018 requesting $60,000.00 of supplemental funds to serve an additional 160 clients.  The rational for the request was based on expenditures during the first six months of the current grant period where 58% of the award has been spent due to increased visibility of the program through marketing efforts. Additionally, the summer months have historically been the busiest months of the year based on previous years of managing the Title V Dental grant.  Metro Health will use the supplemental funds to augment the current provider contract with the University Of Texas Health Science Center San Antonio School Of Dentistry and to pay for additional supplies for the program.

 

 

 

ISSUE:

 

Metro Health requests City Council approve the acceptance of funds from the Texas Department of State Health Services.  Metro Health’s Oral Health Program works to provide preventive dental services such as sealants and fluoride treatments to school-aged children for the prevention of tooth decay, also known as dental caries. Metro Health proposes to use these funds to purchase additional dental supplies and provide additional funding to the University of Texas Health Science Center at San Antonio School of Dentistry for the provision of direct patient care. 

 

 

ALTERNATIVES:

 

Should City Council not authorize the acceptance of funds from DSHS for the Title V-Dental grant, the department would not be authorized to accept the funding and would forego utilizing the funds to augment the current provider contract with the University of Texas Health Science Center at San Antonio School of Dentistry and to pay for additional supplies for the program.

 

 

FISCAL IMPACT:

 

The Title V-Dental grant amendment for additional funds from the DSHS will provide supplemental funding in the amount of $60,000.00 for the existing DSHS award that began September 1, 2017 and ends August 31, 2018. There is no impact to the General Fund in the form of a match requirement. 

 

 

RECOMMENDATION:

 

Staff recommends City Council authorizes the acceptance of the supplemental funds for the Title V-Dental grant from DSHS and execution of the grant documents.
