Fourth Amendment to the Automated Fingerprint Identification System (AFIS) contract with NEC Corporation of America

 

 

SUMMARY:

 

An ordinance authorizing contract Amendment #4 with NEC Corporation of America to provide the San Antonio Police Department (SAPD) with the upgrade of two existing Automated Fingerprint Identification System (AFIS) workstations to the Integrated Biometric Workstation configuration for a one-time cost of $84,300.00 and annual 24/7 maintenance and support of $16,348.00. Funding in the amount of $100,648.00 for this program is available through the FY 2018 General Fund budget.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the offer submitted by NEC Corporation of America to provide the San Antonio Police Department (SAPD) with the upgrade of two existing AFIS workstation to the Integrated Biometric Workstation configuration for a one-time cost of $84,300.00 which includes a 1-year warranty and an annual maintenance cost of $16,348.00 annually thereafter for a total cost in FY 2018 of $100,648.00.

 

NEC Corporation of America has provided the SAPD with an AFIS comprised of proprietary matching software for exacting fingerprint minutia, creating multiple fingerprint databases, and searching/matching algorithms for fingerprint identification.

 

In December 2017, the Texas Department of Public Safety (DPS) began upgrading their AFIS which was completed in January 2018.  As a result of the DPS upgrades, two workstations located at SAPD which are connected to the DPS AFIS system   will no longer be functional.  These workstations are used by the department to register the latent prints from crime scenes and to search the archive system for both latent and ten prints.  Without this upgrade, SAPD will lose the ability to identify prints lifted from a crime scene against fingerprints registered by other agencies.

 

NEC Corporation of America is the sole provider of the AFIS being utilized by the department.  NEC holds all patents and has exclusive proprietary software rights on all application programs, fingerprint matching algorithms and native fingerprint images.  The purchase is being made under an exemption from competitive bidding due to the equipment being available from only one source.

 

This contract includes the upgrade of two AFIS workstations for a one-time cost of $84,300.00, which includes a one-year warranty. The current annual 24/7 support cost will increase by $898.00 to $16,348.00.

 

 

ISSUE:

 

This ordinance provides continued support to SAPD to register latent prints from crime scenes and to search archived systems for both latent and tenprints.  This will allow fingerprints from crime scenes to be identified, and searched against other agencies.

 

This award is exempt from SBEDA and Local Preference Programs.

 

The Veteran-Owned Business Program does not apply to non-professional service contracts, so no preference was applied to this contract. 

 

 

ALTERNATIVES:

 

Should this procurement not be approved, the San Antonio Police Department will lose the ability to utilize the AFIS system to enter, identify and search fingerprints lifted at burglaries and other crime scenes in the DPS database. Lack of the upgrade could affect Police operations that assist in solving crimes and affect the safety and welfare of city residents.

 

 

FISCAL IMPACT:

 

This ordinance authorizes a contract with NEC Corporation of America in the amount of $100,648.00 for an Integrated Biometric Workstations. Funds are available in the FY 2018 General Fund for this contract and will be for a one-time purchase in the amount of $84,300.00 to upgrade two work stations and 24/7 annual maintenance of $16,348.00.

 

RECOMMENDATION:

 

Staff recommends the approval of the contract amendment with NEC Corporation of America for the upgrade of two AFIS workstations for a one-time cost of $84,300.00 and an annual maintenance and support cost of $16,348.00 annually thereafter, for a total cost of $100,648.00.

 

This contract was procured as a sole source purchase and a Contracts Disclosure Form is not required.
