Purchase of AreaRAE Pro Equipment
SUMMARY:
This ordinance accepts the bid from FarrWest Environmental Supply, Inc., to provide the San Antonio Fire Department with the purchase and delivery of Hazmat AreaRAE Pro Equipment for a total cost of $162,365.20. Funding in the amount of $153,258.92 is available from the 2016 State Homeland Security Grant Program (SHSP) and funding in the amount of $9,106.28 is available from the 2017 Urban Area Security Initiative (UASI) grant funds.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the bid submitted by FarrWest Environmental Supply, Inc., to provide the San Antonio Fire Department (SAFD) with AreaRAE Pro Equipment consisting of 12 AreaRAE Pro wireless multi-gas, multi-threat detectors and 4 copies of corresponding ProRAE Guardian Tier 3 software for use by SAFD Hazardous Materials Response Team. The procurement is for a one-time purchase valued at $162,365.20.
The AreaRAE Pro Equipment Chemical Identification Unit is designed for immediate assessment of a threat in a chemical, biological, radiological, or explosive (CBRNE) environment. Each kit includes one (1) lap-top computer with USB RF Modem and command software. Also included is a 3 year partnership program and 3, 1 day on-site training classes for the SAFD Hazmat Teams. The AreaRAE Pro Equipment Chemical Identification Unit collects and reports in real time with the Host Controller which includes detailed readings to test chemical, explosives, pesticides, toxicity, drugs, suspicious powders and other hazardous chemical agents. These units identify chemicals in sixty seconds or less to help responders make decisions that aid in mitigation of risk. This multi-function system can interface with existing SAFD Hazmat Team equipment currently in use. The SAFD Hazmat Team responds to critical incidents where the threat of CBRNE materials may be utilized for the purpose of injuring citizens/property or disrupting the City’s continuity of operations. The ability to safely respond in a CBRNE environment is crucial for the protection for members of the SAFD Hazmat Team as well as the protection of citizens.
ISSUE:
This contract will provide the SAFD Hazmat Team with AreaRAE Pro Equipment consisting of 12 AreaRAE Pro wireless multi-gas, multi-threat detectors and 4 copies of corresponding ProRAE Guardian Tier 3 software for use by SAFD Hazardous Materials Response Team to be utilized for immediate assessment during chemical, biological, radiological, or explosive (CBRNE) related calls. These units identify chemicals in sixty seconds or less to help responders make decisions that aid in mitigation of risk.
This contract is within the scope of the SBEDA Program. However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.
There were no bids submitted from local bidders for this contract; therefore, the Local Preference Program was not applied.
The Veteran-Owned Small Business Preference Program Ordinance does not apply to goods/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
Should this contract not be approved, the SAFD Hazmat Team will be inadequately equipped to provide safety to citizens/property or prevent disrupting the City’s continuity of operations during chemical, biological, radiological, or explosive (CBRNE) related calls.
FISCAL IMPACT:

RECOMMENDATION:
Staff recommends the approval of the one-time purchase of the AreaRAE Pro Equipment consisting of 12 AreaRAE Pro wireless multi-gas, multi-threat detectors and 4 copies of corresponding ProRAE Guardian Tier 3 software from FarrWest Environmental Supply, Inc. for a total cost of $162,365.20. Funding will be provided from the 2016 SHSP and 2017 UASI Grant Fund.
This contract is procured by means of low bid and a Contracts Disclosure Form is not required.
