SUBJECT:

Purchase of Bomb Squad K-9 Trucks


SUMMARY:

This ordinance authorizes a contract with Silsbee Ford to provide the City of San Antonio with two replacement Bomb Squad K-9 trucks for a total cost of $107,656.40. Funding is available in the FY 2018 Equipment Renewal and Replacement Fund (ERRF) budget.

BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the attached tabulation of three competitive bids to provide the San Antonio Police Department with the purchase of two replacement Bomb Squad K-9 trucks. These trucks will be used for transporting K-9 police dogs to perform law enforcement duties throughout the City. These units are built on the 2019 Ford F250 Crew Cab in a 4x4 configuration.

The low responsive bid was submitted by Silsbee Ford. The low bid submitted by Rockdale Country Ford did not meet published bid specifications of a diesel engine.


ISSUE:

This contract will provide for the purchase of two replacement Bomb Squad K-9 trucks. These trucks are covered by a minimum 36 month/36,000 mile warranty that will start on the day each unit is placed in service. The engines are covered by a 5 year / 100,000 mile powertrain warranty. The life expectancy of these light duty trucks is 96 months.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

The Bomb Squad K-9 trucks are recommended for award to Silsbee Ford, which is a non-local business. No local preference was applied since the local bidder was not within 3% of the recommended non-local bidder.

The Veteran-Owned Small Business Preference Program does not apply to goods/supplies contracts, so no preference was applied to this contract.
