Elevator Recall Control System Installation

 

 

SUMMARY:

 

This ordinance authorizes acceptance of a contract with Velocity Enterprises, LLC to provide and install elevator recall control systems for five publicly accessible elevators located along the Riverwalk for the Center City Development & Operations Department for a total cost of $79,475.00.  Funding is available from the FY 2018 General Fund.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the attached tabulation of two bids to provide all labor, materials, and equipment required to install five elevator recall control systems for a total cost of $79,475.00 for the Center City Development & Operations Department. The elevator recall control systems will be installed on five elevators located along the Riverwalk bringing these elevators into compliance with Texas Department Licensing and Regulations requirements.

 

The elevator recall control system serves two purposes. The primary purpose of the system is to have the elevator cars readily available and waiting at floors designated as safety floors where public safety officials can load and offload equipment needed to travel to the floor where a fire or other emergency is occurring. The secondary purpose is to take the elevator out of service to prevent entrapment in the event of a fire or other emergency. When the elevator recall system is activated, public safety officials will be immediately taken to the appropriate floor where the fire or other emergency event is occurring.

 

The department is recommending award to Velocity Enterprises, LLC, the low, responsive bidder.

 

Recall control systems will be installed on five elevators at the following locations:  Riverwalk Historia located at 106 E. Market Street, Presa Street Linkage located at 610 N. Presa Street, City Marina located at 202 E. Nueva, Riverwalk Trolley Station located at 333 Losoya Street, and Valencia Hotel located at 150 E. Houston Street.

 

ISSUE:

 

 

This proposed contract with Velocity Enterprises, LLC will provide all labor, materials, and equipment to install five Riverwalk elevators with State required recall control systems for the Center City Development & Operations Department.  The five existing elevators do not have recall control systems installed and this contract will bring them in compliance with Texas Department Licensing and Regulations requirements.

 

Velocity Enterprises, LLC provides a one year standard parts and labor warranty to begin the date of project completion and acceptance by the Center City Development & Operations Office. 

 

This contract is within the scope of the SBEDA Program.  However, due to lack of available firms and/or subcontracting opportunities, the Goal Setting Committee was unable to apply a SBEDA tool to this contract.

 

The recommended award is to the low responsive bidder, who is also local business; therefore, the application of the Local Preference Program was not required.      

 

The Veteran-Owned Business Program does not apply to goods/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract with Velocity Enterprises, LLC not be approved, the Center City Development & Operations Department will not be in compliance with the code governing elevators and the five elevators along River Walk will be ordered out of service by Texas Department Licensing and Regulations.

 

FISCAL IMPACT:

 

Funding in the total amount of $79,475.00 is available from the FY 2018 Center City Development and Operations General Fund Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of a contract for the purchase and installation of five elevator control recall systems by Velocity Enterprises, LLC in the total amount of $79,475.00 for the Center City Development & Operations Department.

 

This contract is procured by means of low bid and a Contracts Disclosure Form is not required.
