Task Order for Water Quality Visioning Document
SUMMARY:
An ordinance authorizing a task order contract with the San Antonio River Authority (SARA) for 50%, or $60,200.00, reimbursement of the Water Quality Visioning Document being developed jointly by the City of San Antonio (COSA) and SARA.
BACKGROUND INFORMATION:
The Water Quality Vision Document looks to answer the policy questions of why and where our community should implement water quality infrastructure, including low impact development (LID). This document will be a road map to achieving water quality objectives through measurable and achievable actions including integrating existing plans, monitoring efforts, and collecting data to provide a comprehensive approach to achieving water quality objectives.
COSA and SARA have agreed to jointly fund the development of a Water Quality Visioning Document.
ISSUE:
This ordinance authorizes a task order contract with SARA to jointly fund the development of a Water Quality Visioning Document.
The Vision Document looks to answer the policy questions of why and where our community should implement water quality infrastructure, including low impact development (LID). This document will be a road map to achieving water quality objectives through measurable and achievable actions including integrating existing plans, monitoring efforts, and collecting data to provide a comprehensive approach to achieving water quality objectives.
As a part of this effort, significant stakeholder outreach, internal and external to COSA, will be made to ensure understanding of barriers and benefits to implementing water quality infrastructure in San Antonio. This document will explore and make recommendations on policy, code changes, and operational and programmatic changes that could be made if water quality infrastructure were to be promoted.
TCI will utilize the on-call services of Zephyr Environmental Corporation to lead the project and SARA will reimburse the city for 50% of the actual costs of the project including any jointly approved change orders. The City shall prepare and submit invoices to SARA of actual costs incurred.
The current project cost is estimated at $120,040.00, of which SARA is expected to reimburse $60,200.00. The Water Quality Visioning Document is anticipated to be finalized by August 2018.
ALTERNATIVES:
An alternative for this task order would be to have the City fund the project entirely, however it would be missing an opportunity to coordinate with our community partners and lower the financial impact.
FISCAL IMPACT:
This ordinance authorizes a task order contract with SARA for reimbursement for 50% of the cost, or $60,020.00, for the development of the Water Quality Visioning Document from the San Antonio River Authority. Reimbursement funds received from SARA for this project will be deposited into the Storm Water Regional Facilities Fund.
RECOMMENDATION:
Staff recommends the approval of this ordinance entering into a task order contract with SARA for 50% reimbursement of the Water Quality Visioning Document being developed jointly by the COSA and SARA.
