Donation Agreement: Indian Creek Health & Wellness Complex


SUMMARY:

An ordinance authorizing the execution of a Donation Agreement in the amount not to exceed $750,000.00 with El Centro de Barrio d/b/a CentroMed for the construction of the Indian Creek Health & Wellness Complex, a Capital Improvement Program funded project, located in Council District 4.


BACKGROUND INFORMATION:

The Indian Creek Health & Wellness Complex is located at approximately the 5500 block of Ray Ellison, close to the intersection of Old Pearsall Road. The Complex will consist of a 16,226 square foot primary care clinic and a 22,120 square foot wellness center on a 6 acre lot located in Council District 4. Funds were approved as part of the FY 2018 Adopted Budget to assist in the construction of the complex.

The Indian Creek area is located in Southwest Bexar County and identified as a health-disparate and economically disadvantaged community. The area has also been designated by the San Antonio Metropolitan Health Department as one of ten zip codes (78242) at high-risk for on-going public health problems and a higher demand for social and city services Indian Creek is home to over 36,000 residents consisting mainly of low-income, uninsured working-poor families with geographic and transportation barriers to accessing care. Area health disparities included heart disease, diabetes, hypertension and obesity. The community has no access to primary care within its geographic boundaries, resulting in no identification with a medical home, limited continuity of care and no access to services on a sliding-fee-scale.
