Purchase of Transportation and Capital Improvements (TCI) Pavement Equipment
SUMMARY:
This ordinance authorizes acceptance of contracts with Associated Supply Company, Inc. dba ASCO Equipment, Inc.; Cooper Equipment Company, Inc., Doggett Freightliner of South Texas, LLC; Grande Truck Center; Holt Texas, LTD and Nueces Farm Center, Inc. dba Nueces Power Equipment to provide Transportation and Capital Improvements Department (TCI) with asphalt paving equipment and one flatbed truck for a total cost of $1,389,689.50. Funding is available in the FY 2018 Equipment Renewal and Replacement Fund (ERRF) budget.
BACKGROUND INFORMATION:
Submitted for City Council consideration and action is the attached tabulation of nine bids to provide fourteen replacement asphalt paving equipment items to include; one tandem drum roller, one trailer mounted compressor, seven articulated wheeled loaders, one asphalt distributor truck, one equipment haul trailer, two live bottom trailers and one truck with a flatbed body for a total cost of $1,389,689.50.
This equipment will be utilized by the Transportation and Capital Improvements Department for its pavement operations to include paving and resurfacing City streets and rights of ways, transporting aggregates, paving materials and heavy equipment for construction and/or repair projects throughout the City.
The Invitation for Bid (IFB) was evaluated based on the published bid specifications.
ISSUE:
These contracts will provide fourteen replacement asphalt paving equipment items to meet the needs of the Transportation and Capital Improvements Department. The replacement of these units is consistent with the City’s Equipment Renewal and Replacement Fund (ERRF) program.
The life expectancy for this equipment is 120 months.
The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.
The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.
ALTERNATIVES:
The current asphalt paving equipment scheduled for replacement have met their age and/or mileage requirement cycles and no longer economically feasible to repair. Should the replacement equipment not be purchased, the alternative is to continue to use the existing equipment but incur increased maintenance costs and potential delays in the delivery of paving projects and services for the City of San Antonio.
FISCAL IMPACT:

Funding is available in the FY 2018 Equipment Renewal and Replacement Fund (ERRF) budget.
RECOMMENDATION:
Staff recommends the approval of six contracts to purchase fourteen replacement asphalt paving equipment items from Cooper Equipment Company, Inc. for a cost of $182,321.50; Nueces Farm Center, Inc. dba Nueces Power Equipment for a cost of $32,500.00; Associated Supply Company, Inc. dba, ASCO Equipment for a cost of $888,860.00, Doggett Freightliner of South Texas, LLC for a cost of $171,597.00; Holt Texas, LTD for a cost of $62,862.00 and Grande Truck Center for a cost of $51,549.00; for a total cost of $1,389,689.50.
This contract is procured on the basis of low bid and a Contracts Disclosure Form is not required.
