Change Order: Gillette Boulevard Street Reconstruction and Drainage Improvements Project

 

 

SUMMARY:

 

An Ordinance approving a change order in the amount of $131,658.72 and authorizing payment to R.L. Jones LP for the Gillette Boulevard Street Reconstruction and Drainage Improvements Project, an authorized Storm Water Operation funded project located in Council District 3, to resurface Gillette Boulevard from Garnett Avenue to Clamp Avenue.

 

 

BACKGROUND INFORMATION:

 

This is an authorized FY 2016 and FY 2017 Storm Water Operation funded project. This project provides for the reconstruction of Gillette Boulevard with curbs, sidewalks, driveway approaches and drainage improvements, as needed, from Moursund Boulevard to Clamp Avenue and includes storm drainage improvements on Gillette Boulevard at the Garnett Avenue street intersection. Project construction began in December 2017 and is estimated to be completed by September 2018.

 

The Small Business Economic Development Advocacy (SBEDA) Program Goal Setting Committee set a 19% Minority/Women Business Enterprise (M/WBE) subcontracting goal and a 2% African American Business Enterprise (AABE) subcontracting goal.  R.L. Jones LP has committed to 19% M/WBE and 2% AABE subcontractor participation.

 

A previously executed contract with R.L. Jones LP for Gillette Boulevard Street Reconstruction and Drainage Improvements Project in the amount of $2,286,673.80 was approved by City Council on November 2, 2017 through Ordinance 2017-11-02-0843. Previous change orders have increased this contract by $90,807.00, to a total of $2,377,480.80. The percent of change orders to date is less than 4% of the total contract. This change order will increase the contract by $131,658.72, or 5.8%, to a new total contract amount of $2,509,139.52.

ISSUE:

 

This Ordinance approves a change order in the total amount of $131,658.72 and authorizes payment to R.L. Jones LP for the Gillette Boulevard Street Reconstruction and Drainage Improvements Project, an authorized FY 2016 and FY 2017 Storm Water Operation funded project located in Council District 3, to resurface Gillette Boulevard from Garnett to Clamp Avenue.

 

This change order, requested by the City, authorizes an amount of $131,658.72 payable to R.L. Jones LP.  As part of this joint bid contract, San Antonio Water System and CPS Energy authorized R.L. Jones to complete some infrastructure improvements within the project limits on Gillette Boulevard between Garnett Avenue and Moursund Boulevard. A portion of these utility improvements, including a portion of the storm drainage improvements, are located between Garnett Avenue and Clamp Avenue, which is located outside of the street reconstruction limits. Due to the Engineer’s final design estimate exceeding the available funding at the time of construction advertisement, the City excluded the resurfacing of Gillette Boulevard between Garnett Avenue and Clamp Avenue; however, with the completion of the utility work and as a result of a favorable bid award, the City would like to proceed with resurfacing this portion of the roadway pavement. 

 

 

 

ALTERNATIVES:

 

As an alternative, City Council could choose not to approve the change order and require staff to complete a bid process for the work. However, this would lead to delays of the project and a likely increase in price. The most cost effective option is to approve this change order.

 

 

FISCAL IMPACT:

 

This is a one-time capital improvement expenditure in the amount of $131,658.72 payable to R.L. Jones LP for construction services. Funds are available from the Storm Water Operating Fund for the Gillette Boulevard Street Reconstruction and Drainage Improvements Project and are included in the 2018-2023 Capital Improvement Program Budget.

 

 

RECOMMENDATION:

 

Staff recommends approval of the City requested change order in the total amount of $131,658.72 for the Gillette Boulevard Street Reconstruction and Drainage Improvements Project.
