Local Park Grant Application to Texas Parks and Wildlife for Pearsall Park
SUMMARY:
This ordinance authorizes the submission of a grant application to the Texas Parks & Wildlife Department in an amount of up to $1,000,000.00 for the Urban Outdoor Recreation Grant, as part of the Local Park Grant Program. This ordinance also authorizes acceptance of grant upon award in a cumulative amount of up to $1,000,000.00, to be used for new park improvements at Pearsall Park located in Council District 4 and authorizes the Parks and Recreation Director to execute any and all related documents.
BACKGROUND INFORMATION:
The Texas Parks & Wildlife Department (TPWD) released a call for applications for the Urban Outdoor Recreation Grant with applications due on October 1, 2018. The TPWD will consider grant requests at their annual meeting in January 2019. Funding will be provided in the Spring of 2019 and if awarded, grant period is three years with optional extensions if requested.
The 2017-2022 Bond Program provides funding of $3,000,000.00 for improvements at Pearsall Park. The grant requires a dollar for dollar match and this action authorizes 2017-2022 Bond Program funds identified for Pearsall Park to meet the match requirement. Community meetings are being conducted now for public input for bond funded improvements and TPWD grant supports any of those improvements. The Pearsall Park Master Plan includes improvements for an outdoor amphitheater, baseball and soccer fields, additional parking, additional trails, volleyball courts, and additional agility and fitness equipment.
ISSUE:
