SUBJECT:

Panther Springs Creek Restoration Project


SUMMARY:

An ordinance authorizing the execution of a task order in accordance with the existing Interlocal Agreement (ILA) between the City of San Antonio (City) and the San Antonio River Authority (SARA) for design and construction services related to the Panther Springs Creek Restoration Project for a total amount not-to-exceed $1,100,000.00 reimbursable to SARA, located in Council District 9.

BACKGROUND INFORMATION:

On May 6, 2017, voters approved the 2017-2022 Bond Program which authorized $1,100,000.00 for the design and construction of the Panther Springs Creek Restoration.

This project will improve the existing natural channel to increase flow and alleviate excessive ponding and mosquito infestation that occurs on Panther Springs Creek behind the Gardens at Greystone neighborhood after rain events. The entire stream stretch behind the neighborhood is approximately 2,240 linear feet.

Panther Springs Creek is an unimproved natural creek which is subject to local, state and federal regulations. These regulations require discharge, floodplain and environmental habitat permits in order to finalize design. The completion of a drainage channel restoration project takes approximately 18 to 24 months to complete the survey, design, environmental, rights of way acquisition, permitting, bidding, and construction. The project duration is dependent on the approval and retrieval of the required applicable permits from Texas Commission on Environmental Quality (TCEQ), US Army Corps of Engineers, Federal Emergency Management Agency (FEMA) and the Environmental Protection Agency (EPA).
