SUBJECT:
An Ordinance authorizing the street name change of Verano Parkway to Jaguar Parkway, between S. Zarzamora and the Missouri Pacific Railroad Co.
SUMMARY:
Todd Mocabee, on behalf of Texas A&M, San Antonio, requested the street name change of Verano Parkway to Jaguar Parkway, between S. Zarzamora and the Missouri Pacific Railroad Co.
BACKGROUND INFORMATION:
The Texas A&M University System, at the request of the Texas Legislature, began construction on the Texas A&M, San Antonio campus in May of 2010 on what will eventually be a 580-acre site on the city’s South Side, an area that has historically been underserved in higher education. The University plans to have enrollment of 25,000 students by 2025, with future capacity up to 100,000 students for San Antonio and the surrounding community.
Texas A&M San Antonio, in order to increase enthusiasm within the student body and develop a permanent presence within the community, directed Todd Mocabee, Director of Construction and Facilities to submit the request to change Verano Parkway to Jaguar Parkway, in honor of the University’s mascot. The change will help promote the Texas A&M, San Antonio Jaguars now and in the future.

Planning Commission Hearing held on July 11, 2018 - Planning Commission recommended approval.

Analysis:
This street name change was processed in accordance with Chapter 6, Article XVI: Section 672(c)(1) & (4) of the City Code that states although choices for names are unlimited, names generally should be chosen to reflect (1) The location or geographic area or feature; (4)Mascots. This request is to increase enthusiasm within the Texas A&M, San Antonio student body and develop a permanent presence within the community.
This street name change will not require any address changes.
The segment consists of approximately 7,200 linear feet and will require the change of four (4) ground-mounted signs.
Interdepartmental Technical Review:
All city departments reviewed the proposed request in accordance with Chapter 6, Section 675 of the City Code. These departments include:

The City of San Antonio did not receive any objections or concerns to the proposed street name change from these agencies. In addition, the United States Postal Service approved the proposed street name change on February 12, 2018, in accordance with Chapter 6 Section 675 of the City Code and Chapter 35 Section 506(h)(1) of the Unified Development Code (Exhibit “A”).

ISSUES:
This request will impact the current street name.
ALTERNATIVES:
A denial of the request will result in the street name of Verano Parkway to remain unchanged.
FISCAL IMPACT:
The anticipated costs for the project for this action prior to City Council consideration totals $1,569.00. This includes an application fee of $1,000.00, estimated notification fee of $9.00 (2 x $4.50), and COSA sign manufacturing and installation cost $560.00 (4 x $140.00) for ground-mounted signs. All anticipated costs have been paid by the applicant.
RECOMMENDATION:
This proposed street name change meets the criteria of Chapter 6 Section 672(d)(7) of the City Code. Staff recommends approval of the proposed street name change of Verano Parkway to Jaguar Parkway, between S. Zarzamora and the Missouri Pacific Railroad Co.
