SUBJECT:

 

Authorizing the acceptance of supplemental funds from the Texas Department of State Health Services for the Title V Dental grant and authorizing an agreement with the University of Texas Health Science Center at San Antonio School of Dentistry.

 

 

SUMMARY:

 

An ordinance authorizing the acceptance of additional funds from the Texas Department of State Health Services (DSHS) through an amendment to the Title V-Dental grant approved by City Council through Ordinance No.  2018-02-15-0106, passed and approved on February 15, 2018 for the San Antonio Metropolitan Health District’s (Metro Health) Oral Health Program. These funds will be in addition to the current award beginning September 1, 2018 and ending August 31, 2019.  The supplemental funding is comprised of $60,000.00 from CFDA number 93.994.

 

This ordinance further authorizes an agreement with the University of Texas Health Science Center at San Antonio School of Dentistry for an amount up to $216,852.00 to provide dental treatment services to pediatric dental patients referred by Metro Health to the UTHSCSA School of Dentistry for a term beginning September 1, 2018 and ending August 31, 2019.

 

The above referenced request for funding included a contact sheet submitted on June 18, 2018.

 

Furthermore this ordinance authorizes the Director of the San Antonio Metropolitan Health District (Metro Health) to initiate, negotiate, and execute any and all necessary documents to effectuate the acceptance of the referenced grant funds, to include executing an amendment pertaining to this grant contract, and the execution of additional contract amendments providing supplemental  funds to the grant by the funding agency in an amount up to 20% of the total amount awarded to the grant to include the funds awarded under this ordinance.

 

 

BACKGROUND INFORMATION:

 

The San Antonio Metropolitan Health District (Metro Health) receives an annual award from the Texas Department of State Health Services (DSHS) through the Title V Dental grant. This grant was previously approved by council on February 15, 2018 Ordinance No. 2018-02-15-0106, and funds the provision of dental services to children ages 0-21 who do not qualify for Medicaid and CHIP. Metro Health provides all enrollment and intake activities related to the Title V Dental grant and has partnered with the University Of Texas Health Science Center School Of Dentistry to provide direct patient care to enrolled children.

 

DSHS notified Metro Health on June 11, 2018 of the increase of funding for the Title V program for the term beginning September 1, 2018 through August 31, 2019.  Metro Health responded to DSHS on June 18, 2018 requesting the proposed award increase of $60,000 from $211,064 to $271,064 to serve an additional 160 clients.  Metro Health will use the additional funds to pay for additional supplies for the program and fund an agreement with the UTHSCSA School of Dentistry for an amount up to $216,852.00.

 

Historically, Metro Health has contracted with the UTHSCSA School of Dentistry as a cost-effective means of providing access to high quality dental care for children throughout the community who are uninsured or underinsured. These children are identified through City outreach programs that have extensive dental needs beyond the scope of services offered by Metro Health.

 

 

ISSUE:

 

Metro Health requests City Council authorize the acceptance of additional funds from the Texas Department of State Health Services.  Metro Health’s Oral Health Program works to provide preventive dental services such as sealants and fluoride treatments to school-aged children for the prevention of dental caries. Metro Health proposes to use these funds to purchase additional dental supplies and fund an agreement with the University of Texas Health Science Center at San Antonio School of Dentistry for the provision of direct patient care.  Often, children served through Metro Health’s Oral Health program are identified as having significant untreated decay that requires extensive dental treatment beyond the scope of services provided by the program. The Agreement with the UTHSCSA School of Dentistry will ensure pediatric patients identified through the program, which are either uninsured or underinsured, have access to critical dental health services.

 

 

ALTERNATIVES:

 

Should City Council not authorize the acceptance of additional funds from DSHS for the Title V-Dental grant or the agreement with the UTHSCSA School of Dentistry, the department would not be authorized to accept the additional funding and would forego utilizing the funds to pay for additional supplies for the program. Additionally, Metro Health will not be able to facilitate direct care to patients in need of critical dental health services and would need to identify other providers in the community that can provide low or no cost dental health treatment for the uninsured children identified through Metro Health’s Oral Health Program.

 

 

FISCAL IMPACT:

 

The Title V-Dental grant amendment for additional funds from the DSHS will provide supplemental funding in the amount of $60,000.00 for the existing DSHS award beginning September 1, 2018 and ending August 31, 2019 for a total grant amount of $271,064. The DSHS award will provide funding for the dental services agreement with the UTHSCSA School of Dentistry in an amount up to $216,852.00 for the same term beginning September 1, 2018 and ending August 31, 2019. There is no impact to the General Fund in the form of a match requirement.

 

 

RECOMMENDATION:

 

Staff recommends City Council authorize the acceptance of the supplemental funds for the Title V-Dental grant from DSHS and an agreement with the UTHSCSA School of Dentistry to provide specialty dental services for pediatric patients with extensive dental health issues who are referred by the San Antonio Metropolitan Health District’s Oral Health Program.
