Authorizing a Dental Service Agreement with AVANCE-San Antonio, Inc. for the provision of oral health services to Head Start enrollees


SUMMARY:

This Ordinance authorizes a two year agreement with AVANCE-San Antonio, Inc. (AVANCE) for AVANCE to provide up to $62,000.00 to the San Antonio Metropolitan Health District for the provision of oral health services to Head Start enrollees. Metro Health will provide a twenty percent in-kind match requirement in services totaling $12,400.00 for the provision of oral health services to Head Start enrollees. The initial period of the Dental Service Agreement is September 1, 2018 to August 31, 2020 with an option to renew for one additional two-year term for a cumulative amount, inclusive of renewals, of up to $124,000.00 and an in-kind match requirement in services totaling $24,800.00.


BACKGROUND INFORMATION:

On an annual basis, the Metro Health Dental Program provides diagnostic and preventive care to more than 22,000 children living in poverty by providing services in non-traditional settings, such as Head Start, and on campuses of local Title I elementary schools. Through these programs, many children are identified with additional dental treatment needs beyond the scope of Metro Health services. Case management services are provided by Metro Health dental staff to assist participating children receive needed treatment and to connect families to a source of ongoing care in the community. Approximately 28% of children enrolled in the City's Head Start Program are not covered through Texas Medicaid or the Children's Health Insurance Plan (CHIP).
