SUBJECT:                     Pre-Solicitation Briefing for Downtown Streets: Commerce Street - St. Mary’s Street to Santa Rosa Avenue

Transportation & Capital Improvements (TCI) will present a pre-solicitation briefing on the Request for Competitive Sealed Proposals for the Downtown Streets: Commerce Street from St. Mary’s Street to Santa Rosa Avenue Project, which was added to the Annual High Profile Report.   The proposed project consists of roadway reconstruction and sidewalk widening of Commerce Street from St. Mary’s Street to Santa Rosa Avenue. Commerce Street will be reduced from four lanes to three lanes of concrete pavement to include pedestrian amenities and streetscape improvements. 

 

The pre-solicitation briefing will cover the standard briefing topics such as the solicitation type, estimated contract value, scope of the project, proposed scoring criteria, SBEDA Program requirements, evaluation committee members and solicitation timeline.    

 

The pre-solicitation briefing will also include the authorization to solicit for Competitive Sealed Proposals (CSP).  Chapter 252.043 limits the use of CSP to vertical projects and horizontal projects with expenditures of $1.5 million or less.   However, Chapter 252.022 permits City Council to authorize the use of an alternative delivery method if that method provides a better value for the municipality as described under Chapter 2269.   In 2003, City Council authorized the use of Design Build delivery on complex projects.  In 2007, City Council authorized the use of Construction Manager at Risk (CMR) on the Terminal Expansion Program at the SA International Airport.   If approved by Audit & Accountability Committee, TCI will request City Council’s approval to authorize the use of CSP, if desired, on horizontal projects that meet the following criteria:  location along a major corridor with heavy commercial and multimodal uses within tourist, historic, downtown and business district areas with a high impact to stakeholders (public, businesses, etc.); critical milestones; has complex scope; has constrained work area; and, will be conducting work in an environmentally sensitive area.
