SUBJECT:

Award of Construction Contract for the Monument and Directional Signage Project at Stinson Municipal Airport


SUMMARY:

This Ordinance accepts the lowest responsive bid and approves a construction contract for the monument and directional signage project at Stinson Municipal Airport (Stinson) in the amount of $371,371.00 to Jerdon Enterprise, LLC (Jerdon). This project is funded by the Airport Improvement and Contingency Fund.


BACKGROUND INFORMATION:

One of the key recommendations to come from the 2013 Stinson Municipal Master Plan was to improve the signage and wayfinding around Stinson. The Master Plan noted that the new and additional signage was needed to create a well-defined airport entrance and provide identification and visibility for Stinson.

As this project was developed, two locations for monument signs were recommended at the intersection of Mission Road and 99th Street on the northeast side of Stinson and at the intersection of Acequia and Mission Road. The base bid also included the fabrication and installation of 12 directional signs. As part of the solicitation package, four additive alternates were included for two directory signs, 15 tenant signs and landscaping and irrigation services for the monument signs.

Solicitation
An Invitation For Bid was released on May 9, 2018 and three bids were opened on June 19, 2018. Gonzalez de La Garza, the engineering consultant for the project, reviewed bids and determined one bidder had not submitted all the required documents and was deemed disqualified. The consultant reviewed the remaining two bidders and deemed Jerdon the lowest responsive bidder. This action will accept the base bid and all four additive alternates.
