SUBJECT:

Aircraft Rescue and Fire Fighting Vehicle


SUMMARY:

An ordinance accepting the offer from Siddons-Martin Emergency Group to provide one replacement Aircraft Rescue and Fire Fighting vehicle for the San Antonio Aviation Department. Funding in the amount of $840,676.00 is available from the Airport Improvement and Contingency Fund.


BACKGROUND INFORMATION:

Submitted for City Council consideration and action is the offer submitted by Siddons-Martin Emergency Group to provide the San Antonio International Airport (SAIA) with one Oshkosh Striker 6x6 Aircraft Rescue and Fire Fighting (ARFF) vehicle for a total cost of $840,676.00.

The ARFF vehicle is a specialized category of fire fighting vehicles that involves the response, hazard mitigation, evacuation and possible rescue of passengers and crew from aircraft involved in airport ground emergencies. The vehicle is equipped to seat up to three occupants and will be used by the Aviation Department's ARFF Division at San Antonio International Airport.

ISSUE:

This is a replacement unit to the Aviation's fire vehicle fleet. Aviation Fire Division currently has two ARFF units.

This unit will be purchased from Siddons-Martin Emergency Group utilizing the Houston-Galveston Area Council of Governments (HGAC) cooperative purchasing passed on resolution 96-41-48 dated October 10, 1996. This purchase will utilize HGAC contract number FS12-17.

This vehicle will have a warranty of one year for material and workmanship, five years engine, transmission, transmission cooler and water pump and a lifetime warranty on the water and foam tanks.

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

The recommended award is an exception to the Local Preference Program.
