Funding Agreements with Municipal Golf Association - San Antonio (MGA-SA) for Forestation Projects

 

 

SUMMARY:

 

This ordinance authorizes the execution of Funding Agreements with Municipal Golf Association - San Antonio (MGA-SA) for forestation projects and appropriates $1,170,000.00 from the Tree Canopy Preservation and Mitigation Fund.

 

 

BACKGROUND INFORMATION:

 

The Tree Canopy Preservation and Mitigation Fund supports forestation efforts on private and public property.  Since 2006, approximately 88,000 trees have been planted at City facilities (32,000); in neighborhoods (16,700); and through tree adoptions (39,300).  In an effort to expand the urban canopy on public parkland, the Parks and Recreation Department has partnered with MGA-SA who has efficiently managed and operated the City’s municipal golf courses for approximately 10 years while making improvements to increase the quality of these golf facilities. In 2014, MGA-SA identified forestation projects as a capital improvement and has successfully managed the planting of over 3,000 lager caliper trees throughout four golf courses. 

 

MGA-SA’s forestation efforts continue to support the City’s goal of protecting and increasing the tree canopy in San Antonio.  The City’s Tree Canopy and Mitigation Fund is designated for tree planting. The City’s partnership with MGA-SA presents a good opportunity to collaborate and develop forestation plans for City-owned golf courses, which are situated on public parkland. These large-scale tree-planting projects provide numerous environmental benefits as new trees provide cleaner air and reducing temperatures while increasing the aesthetics of the City-owned golf courses.

 

These Funding Agreements allow MGA-SA oversight and responsibility for the administration of the forestation projects at Northern Hills and Olmos Golf Courses.  The trees will be of appropriate species and the project will include all the irrigation and maintenance of all trees planted through the establishment period.  Approximately 1,000 trees will be planted at Northern Hills Golf Course and an additional 400 trees will be planted at Olmos Golf Course.  Under this effort, the trees will be three times the standard size typically planted in park locations.  This caliper of tree is most appropriate for planting on golf courses as they are mature and frame the course of play while providing privacy to the surrounding area.  Trees planted under this Agreement will not be used to offset any tree mitigation requirements.

 

This Agreement will be executed in compliance with the Small Business Economic Development Advocacy (SBEDA) Program, which requires contracts be reviewed by a Goal Setting Committee to establish a requirement and/or incentive unique to the particular contract in an effort to maximize the amount of small, minority, and women-owned business participation on this contract. 

 

This contract is within the scope of the SBEDA Program. However, due to the type of commodities/services being procured, no SBEDA tool was applied.

 

 

ISSUE:

 

This ordinance authorizes an appropriation of $1,170,000.00 from the Tree Canopy Preservation and Mitigation Fund and authorizes funding agreements with Municipal Golf Association-San Antonio (MGA-SA) for forestation projects. Approximately 1,000 trees will be planted at Northern Hills Golf Course at a projected cost of $850,000; and 400 trees will be planted at Olmos Golf Course at a projected cost $320,000.

 

The Funding Agreements allow for a three-year term with two, 1-year administrative extensions.  The contract terms allow for a project timeline that is consistent with tree planting and establishment period.

 

 

ALTERNATIVES:

 

City Council could elect not to approve this action, resulting in less tree canopy coverage at Northern Hills and Olmos Golf Courses.

 

 

FISCAL IMPACT:

 

This action approves Funding Agreements with Municipal Golf Association - San Antonio (MGA-SA) and appropriates $1,170,000.00 from the Tree Canopy Preservation and Mitigation Fund to support the forestation efforts on City-owned golf courses.

 

 

RECOMMENDATION:

 

Staff recommends the Funding Agreements with Municipal Golf Association - San Antonio (MGA-SA) and the appropriation of $1,170,000.00 from the Tree Canopy Preservation and Mitigation Fund to support the forestation efforts on City-owned golf courses.
