Annual Contract for COBAN In-Car Video Replacements

 

 

SUMMARY:

 

This ordinance authorizes a contract with COBAN Technologies, Inc. in the estimated amount of $1,450,000.00 annually for COBAN In-Car Video Replacements for the San Antonio Police Department (SAPD).  Funding for this contract is available through Tax Notes and is included in the FY 2019 - 2023 Capital Improvement Program Budget.

 

 

BACKGROUND INFORMATION:

 

In October 2010, SAPD contracted with COBAN Technologies, Inc. to equip police patrol vehicles with mobile video and voice recording equipment installed in marked patrol vehicles. This equipment has the capability to gather video evidence as a recording of officer and citizen interaction from the perspective of the patrol vehicle.  The selected COBAN units represent digital video recording equipment made specifically for the public safety, utility and military community.

 

This contract will provide replacement COBAN In-Car Video units when existing equipment reaches end-of-life status.  SAPD expects to replace an estimated 240 units annually. 

 

The initial term of the contract shall begin upon City Council approval and expire September 30, 2019.  Four additional one-year renewals at the City’s option shall also be authorized by this ordinance.

 

 

ISSUE:

 

To ensure SAPD captures video evidence of officer and citizen interaction from the patrol vehicle perspective, an annual contract is needed to replace equipment that has reached its end-of-life.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

This contract is an exception to the Local Preference Program.

 

The Veteran-Owned Small Business (VOSB) Preference Program does not apply to non-professional service contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

Should this contract not be approved, SAPD could continue operating with equipment which has reached the end of its service life and incur increasing repair costs.

 

 

FISCAL IMPACT:

 

The cost to replace approximately 240 COBAN In-Car Video units is $1,450,000.00.  This is a one-time capital improvement expenditure in an amount not to exceed $1,450,000 to COBAN Technologies. Funding is available from Tax Notes and is included in the FY 2018 - 2023 Capital Improvement Program.

 

 

RECOMMENDATION:

 

Staff recommends the approval of this contract with COBAN Technologies, Inc. in the estimated amount of $1,450,000.00 annually to provide San Antonio Police Department with a contract for COBAN In-Car Video replacement units.

 

This contract is procured by means of a Request for Offer under the authority of Section 252.022 of the Local Government Code to preserve or protect the public health or safety of the municipality's residents and a Contracts Disclosure Form is not required.
