SUBJECT:

 

Contract for Election Services with Bexar County Elections Office for the November 6, 2018 Charter Amendment and Special Election.

 

 

SUMMARY:

 

This ordinance authorizes the execution of a contract for Election Services with the Bexar County Elections Office for the City of San Antonio’s Charter Amendment and Special Election scheduled for Tuesday, November 6, 2018. This ordinance will also authorize the conduct of the Election, approves Early Voting Polling Sites, and establishes Election Day Polling Sites.  However, the administrative functions and required public notices associated with the conduct of the election will be managed and overseen by the Office of the City Clerk.  

 

 

BACKGROUND INFORMATION:

 

Section 271.002(a) of the Texas Election Code authorizes two or more political subdivisions to enter into an agreement to hold elections jointly in the election precincts that can be served by common polling places.

 

 

ISSUE:

 

Participation in a Joint Election with other political subdivisions allows the entities to share common expenses for voting machines, election facilities, and poll workers, thereby reducing the cost of the election for each political subdivision. It also provides greater convenience to voters to participate in the elections of multiple political subdivisions at one polling place with one single ballot.

 

 

ALTERNATIVES:

 

No other option is available. 

 

 

FISCAL IMPACT:

 

Due to the joint participation of various entities in the November 6, 2018 Election, the cost to the City of San Antonio is approximately $720,335.48.  Funding is available in the FY 2019 Municipal Elections General Fund Budget which is managed by the Office of the City Clerk.

 

 

RECOMMENDATION:

 

The Office of the City Clerk requests approval of the Contract for Election Services with Bexar County.
