SUBJECT:
Briefing and consideration of a proposed Memorandum of Understanding (MOU) with the Texas Army National Guard to provide notification of development activities around Martindale Army Air Field.

SUMMARY:
The proposed MOU between the Texas Army National Guard and the City of San Antonio is similar to the existing development notification MOU with Joint Base San Antonio (JBSA). The MOU is designed to provide the Army National Guard with an efficient notification process for development activity within one-half mile of the flight training pattern of Martindale Army Air Field. Martindale is a 200-acre National Guard Airfield generally located near the southeast corner of the intersection of Interstate 10 and Loop 410, on the far east side of the city. The notification area is proposed to be generally from the Kirby City Limits southward to one-half mile south of FM 1346, and from Martindale eastward to one-half mile east of Foster Road. Because Martindale is a National Guard facility, it does not fall under the authority of JBSA though the training activities at Martindale support JBSA.

BACKGROUND INFORMATION:
The City of San Antonio has had development notification MOUs with JBSA bases since 2008. These MOUs were updated in 2018 to become global in scope and cover all JBSA bases under one single notification MOU. Because Martindale is a National Guard facility, it does not fall under the authority of JBSA and is not covered by the existing notification MOU. Development activity has been increasing in the far eastern side of the city in and around the FM 1346 and Foster Road corridors.
