TXDOT Temporary Closure - SurClovia
SUMMARY:
An ordinance authorizing the execution of an agreement with the Texas Department of Transportation (TXDOT) for the temporary street closure of State right-of-ways on Old Pearsall Road from Medina Base Road to Hillburn Drive in connection with the SurClovia event hosted by City Council District 4.
BACKGROUND INFORMATION:
Ciclovia, a Spanish term meaning “cycleway,” is the closing of certain streets to automobiles for cyclists, pedestrians and other forms of physical activity. Ciclovia events are hosted throughout the United States, and around the world to encourage physical activity. Since 2011, SíClovía events have been hosted in San Antonio on city streets in an effort to get people out and moving. In fact, the YMCA most recently hosted its fourteenth SíClovía event on May 6, 2018 allowing bicyclists, skateboarders and pedestrians to move freely within the Broadway corridor.
City Council District 4 will host their 2nd annual SurClovia event. The event will allow participants to move freely on Old Pearsall Road (from Medina Base Road to Hillburn Drive) free of vehicular traffic. In addition, participants will be able to partake in activities held within Pearsall Park as part of the event. The SurClovia event will be on Saturday, October 27, 2018 from 10:00 a.m. to 2:00 p.m. and will also include: bike riding; zumba; yoga; salsa dancing; wellness screenings; family games and face painting.
Authorization for a temporary street closure is required from TXDOT. Based on TXDOT’s policy, authorization for temporary closures of State maintained roadways is formally granted by agreement, which must be executed between the governmental jurisdictions which will be impacted by the temporary street closures. Transportation & Capital Improvements Department (TCI) staff, in coordination with City Council District 4, has developed the traffic control plan that will be utilized during the temporary street closures.
This City Council action will ensure that the temporary street closure of Old Pearsall Road (from Hillburn Drive to Medina Base Road) from 9:00 a.m. to 3:00 p.m. (event time 10:00 a.m. - 2:00 p.m.) on Saturday, October 27, 2018 will be permitted for this event.
ISSUE:
This Ordinance authorizes the execution of an agreement with the Texas Department of Transportation (TXDOT) for the temporary street closure of State right of ways on Old Pearsall Road from Medina Base Road to Hillburn Drive on Saturday, October 27, 2018 from 09:00 a.m. - 03:00 p.m.
ALTERNATIVES:
The City Council could choose not to approve this agreement, which would result in the temporary street closure on State right-of-ways not being permitted.
Transportation & Capital Improvements staff, in review of potential alternatives, has determined that authorizing the Temporary Closure Agreement is in the best interest of the City in order to ensure the success of District 4’s Surclovia event.
FISCAL IMPACT:
There is no fiscal impact associated with this agreement. TXDOT does not assess a fee for these temporary street closures.
RECOMMENDATION:
Transportation & Capital Improvements staff recommends approval of the temporary street closure agreement between TXDOT and the City of San Antonio for the temporary street closure of Old Pearsall Road from Medina Base Road to Hillburn Drive on Saturday, October 27, 2018 for the District 4 SurClovia event.
