SUBJECT:

 

Purchase of Urban Command Vehicle for the San Antonio Fire Department

 

 

SUMMARY:

 

This ordinance will authorize acceptance of the offer from Mac Haik Dodge Chrysler Jeep to provide a replacement Urban Command Vehicle for the San Antonio Fire Department (SAFD) and the Southwest Texas Regional Advisory Council (STRAC) for a total cost of $149,400.00 and appropriates $149,400.00 from the 2017 Urban Areas Security Initiative (UASI) Grant. The vehicle being replaced was damaged while deployed to the Houston, Texas area during Hurricane Harvey and a total loss was sustained due to the area flood.

 

 

BACKGROUND INFORMATION:

 

Submitted for City Council consideration and action is the acceptance of an offer from Mac Haik Dodge Chrysler Jeep to provide the San Antonio Fire Department (SAFD) and the Southwest Texas Regional Advisory Council (STRAC) with one replacement urban command vehicle for a total cost of $149,400.00.  Insurance proceeds in the amount of $149,400.00 were received and deposited into the 2017 Urban Areas Security Initiative (UASI) grant. This ordinance will also appropriate $149,400.00 from the 2017 UASI grant to for the purchase of the replacement vehicle. This vehicle was deployed to the Houston, Texas area during Hurricane Harvey and a total loss was sustained due to the area flood.

 

This vehicle will be used by the SAFD and STRAC as part of an interagency effort to support regional emergency preparedness and rescue. The vehicle is a specialty built urban command vehicle that is mounted on a class five Dodge Ram 4500 four wheel drive crew cab and chassis, with exterior access compartments on the left and right side of the body.

 

 

ISSUE:

 

This contract will provide one replacement urban command vehicle for SAFD and STRAC.

 

This unit will be purchased from Mac Haik Dodge Chrysler Jeep utilizing the Houston-Galveston Area Council of Governments (HGAC) cooperative purchasing passed on resolution 96-41-48 dated October 10, 1996.  This purchase will utilize HGAC contract number AM10-16.

 

This vehicle will have a 100,000 miles/5 year powertrain warranty, 35,000 miles/3 year bumper to bumper warranty on the cab and chassis, the Frazer built urban command vehicle body has a lifetime warranty.  The life expectancy for this vehicle is 120 months.

 

The Small Business Economic Development Advocacy (SBEDA) Ordinance requirements were waived due to the lack of small, minority, and/or women businesses available to provide these goods and services.

 

The recommended award is an exception to the Local Preference Program.

 

The Veteran-Owned Business Program does not apply to good/supplies contracts, so no preference was applied to this contract.

 

 

ALTERNATIVES:

 

The unit being replaced was deployed to the Houston, Texas area during Hurricane Harvey and total loss was sustained due to the area flood.  Delaying the acquisition of this vehicle could lead to the inability of SAFD and STRAC providing essential services to residents statewide.

 

 

FISCAL IMPACT:

 

This ordinance accepts the offer from Mac Haik Dodge Chrysler Jeep to provide one replacement urban command vehicle for the SAFD and STRAC for a total cost of $149,400.00 and appropriates $149,400.00 from the 2017 UASI grant. The vehicle being replaced was damaged while deployed to the Houston, Texas area during Hurricane Harvey and a total loss was sustained due to the area flood

 

 

RECOMMENDATION:

 

Staff recommends the approval of the contract with Mac Haik Dodge Chrysler Jeep to provide one replacement urban command vehicle for a total cost of $149,400.00.

 

This contract was procured on the basis of cooperative purchasing and a Contracts Disclosure Form is not required.
