SUBJECT:

Authorizing the acceptance of $17,942.81 in additional funding from the Texas Department of State Health Services (DSHS) for laboratory milk sample testing

SUMMARY:

The San Antonio Metropolitan Health District's (Metro Health) laboratory services branch provides analysis of milk samples submitted by DSHS for testing at their request.

This Ordinance authorizes the acceptance of additional funds from the Texas Department of State Health Services (DSHS) in an amount not to exceed $89,714.06.

Furthermore this ordinance authorizes the Director of the San Antonio Metropolitan Health District (Metro Health) to initiate, negotiate, and execute any and all necessary documents to effectuate the acceptance of the referenced grant funds, to include executing a contract amendment pertaining to this contract, and to execute additional contract amendments pertaining to this contract to include amendments which will provide supplemental grants funds to the grant by the funding agency in an amount up to 20% of the total amount awarded to the grant to include the funds awarded under this ordinance.

BACKGROUND INFORMATION:

Metro Health’s laboratory services branch provides analysis of milk samples at DSHS’ request as a fee for service.  Metro Health’s laboratory has been under contract with DSHS providing milk sample analysis for several years.  Council approved the last fee for service contract February 15, 2018, Ordinance No. 2018-02-15-0106, for an amount up to $71,771.25.  DSHS has increased the fees and amounts they will reimburse vendors for milk sample analysis.  As a result of this increase in their fee structure, the cap for the amount Metro Health may accept for these services to DSHS has increased from $71,771.25 to $89,714.06, an increase of $17,942.81.

ISSUE:

Metro Health’s Laboratory provides public health laboratory analysis of milk samples received from DSHS through a fee for service agreement, based a fee structure as determined by DSHS. The amount Metro Health may be reimbursed for this service has increased more than 20% due to an increase to the fee amounts and requires City Council’s authorization to accept the overall increased amount in potential funding. Metro Health requests City Council authorize the acceptance of additional funds from DSHS for the laboratory analysis of milk samples.

ALTERNATIVES:

Should City Council not authorize the acceptance of additional funding from DSHS, Metro Health will forgo an opportunity to receive additional fee income from DSHS for milk sample analysis, resulting in lost revenues.

FISCAL IMPACT:

The DSHS increased their fee for service agreement with Metro Health by $17,942.81. With this additional funding, reimbursements from the DSHS for milk sample analyses performed and invoiced to DSHS starting September 1, 2018 through August 31, 2019 will not exceed $89,714.06.  There is no impact on the General Fund.

RECOMMENDATION:

Staff recommends approval to the accept the additional funds from the DSHS in an amount not to exceed $17,942.81, bringing the total grant amount to 89,714.06 for a period starting September 1, 2018 through August 31, 2109 for laboratory milk sample analysis performed for DSHS at their request.
