Amendment to Agreement with Telos Identity Management Solutions LLC for the San Antonio Airport System

 

 

SUMMARY:

 

This Ordinance authorizes an amendment to the professional services agreement with Telos Identity Management Solutions LLC dba Telos ID to increase the contract value in the amount of $506,621.32 and extend the contract term to April 12, 2024. The San Antonio Airport System uses Telos ID for its designated aviation channeling (DAC) services, a software system used to perform fingerprint-based criminal history records checks and security threat assessments for prospective and current ID badge-holders. This amendment will allow Telos ID to continue as the DAC for the Airport System and align its contract term with the Identity Manager System (IMS) that will begin operation in 2019.

 

 

BACKGROUND INFORMATION:

 

The Airport System is working to streamline and automate the management of airport staff’s IDs (badges) and end-to-end credentialing, auditing and reporting rather than utilizing separate systems that are not integrated through an Identity Manager System, referred to as IMS. A component vital to the IMS system is the Designated Aviation Channeling, also referred to as DAC, service provider. Currently, Telos ID serves as the DAC for the Airport System through a contract approved on November 21, 2013.

 

In 2016, Aviation and ITSD, developed and released a solicitation for IMS services that identified Telos ID as the required DAC for all proposals to use as part of their IMS system. The City received proposals from the only three authorized vendors in the United in December 2016. Furthermore, Convergint Technologies was awarded the contract for Identity Manager System (IMS) vendor in March 2018.

 

As staff prepared the IMS system to become operational in 2019, it was recognized that the professional services agreement with Telos ID would expire on December 12, 2018. As Convergint Technologies submitted a proposal that required the utilization of Telos ID’s software, staff is recommending extending the current agreement with Telos ID through April 12, 2024 to align with the IMS five-year contract awarded to Convergint Technologies. This extension would allow the implementation of the IMS system can continue on schedule and not be delayed.

 

 

ISSUE:

 

This Ordinance authorizes an amendment to the professional services agreement with Telos ID to increase the contract value in the amount of $506,621.32 and extend the contract term to April 12, 2024 for designated aviation channeling services for the San Antonio Airport System. The amendment will allow Telos ID to continue support associated with security screening of applicants and current airport employees and will align its contract term to the term of the IMS system.

 

City Council authorization is required for amendments over $50,000.00.

 

 

ALTERNATIVES:

 

City Council could elect to request the city issue a solicitation for a DAC services. However, this action would take time to develop and release a solicitation for these services. Incorporating another software solution into the Identity Manager System (IMS) plan would require additional expenditures in resources and time and potentially introduce unnecessary operational risk. The city has been pleased with performance of Telos ID.

 

 

FISCAL IMPACT:

 

This ordinance authorizes an amendment to the professional services agreement to extend the contract term to April 12, 2024 and increase the contract in an amount not to exceed $506,621.32, for a total of $1,133,621.32.  Funds in the amount of $165,042 are available in the FY 2019 Adopted Airport Operations and Maintenance Fund Budget.  Funds for future years of the contract are contingent upon City Council approval of the annual budget.

 

 

RECOMMENDATION:

 

Staff recommends the authorization of an amendment to extend the professional services agreement with Telos ID for designated access channel services for the San Antonio Airport System.
